Military submarines are generally divided into attack submarines, designed to operate against enemy ships, including other submarines, in a hunter-killer role, or strategic ballistic-missile submarines, designed to launch attacks on land-based targets from a position of stealth, also known as "boomers" in the United States Navy or "bombers" in the Royal Navy.
Submarines designed for the purpose of attacking merchant ships or other warships are known as "fast attacks", "hunter-killers", "fast boats", or "fleet submarines" (which terms are not synonyms; each is a different design for a different mission).
Where Japan had the finest submarine torpedoes of the war, the USN had perhaps the worst, the Mark 14 steam torpedo, with a Mk 6 magnetic influence exploder and a Mk 5 contact exploder, neither of which was reliable.

Victoria entered the drydock in July after months of extensive planning by FMF staff to tackle the more than 30,000 maintenance operations.
To work on submarines, trades people must be certified, and that has meant sending more than 50 FMF CB employees to the U.K. to learn their systems and how to maintain them.
Victoria currently sits in drydock on specially fitted blocks surrounded by scaffolding for the docking work period, and will stay there until early spring of 2007, then be moved alongside C jetty.

The Victoria Class replace the decommissioned Oberon Class, the last of which was retired in July 2000.
The first of class, HMCS Victoria, was commissioned in Halifax in December 2000 and the second, Windsor, in June 2003.
The submarines are a central component of each of the two high-readiness task groups, the Contingency Task Group which operates on 10 days' readiness for deployment and the National Task Group which operates on 60 days' readiness.

This is the class of submarine which Canada procured to replace the ageing Oberon class.
With four submarines, however, it was not possible to represent every area of Canada, as a result the criteria for for the name selection process was further refined to consider communities that have an association with the Atlantic/Pacific coasts or a major Canadian waterway that were representative of the various regions of Canada.
However, with the decision to build Trident submarines it became clear that there would be a gap of about eight years in the SSN building program because Vickers (Barrow) was the only remaining shipyard with sufficient nuclear construction expertise, and building capacity was limited.

Nile was to have been modernized to resemble Queen Victoria, but the threat of war left her with only modest additions to her AA armament.
In June of 1941, she and Queen Victoria took part in the Battle of Iceland, where Queen Victoria scored a fatal hit on the cruiser Admiral Hipper which blew it apart and they both damaged the German battleships Wotan and Bismarck, forcing them and the Tirpitz to retreat to Norway.
Queen Victoria was placed into reserve in March of 1945, ending her thirty years of service to King and country as well.

The Upholder/Victoria-class submarines also known as the Type 2400 (due to their displacement of 2,400t) are diesel-electric hunter-killer (SSK) submarines designed in the UK in the late 1970s to supplement the Royal Navy's nuclear submarine force.
Victoria operates out of CFB Esquimalt, British Columbia and operates in Maritime Forces Pacific (MARPAC) fleet in the Pacific Ocean, while the three remaining boats are based at CFB Halifax, Nova Scotia]] and operate in the Maritime Forces Atlantic (MARLANT) Fleet within the Atlantic and Arctic oceans.
They are essentially identical to modern nuclear submarines (with the distinctive nuclear shape and sonar-absorbing tiles) but run on diesel engines instead of nuclear reactors (which limits their range, but conversely makes them quieter and more manoeuvrable).

I concur with the BOI assessment that there was due diligence in preparing the submarine and that CHICOUTIMI was safe and ready for sea.  The potential for a catastrophic failure of the main electrical power cables could not reasonably have been predicted during reactivation or in the preparation phase prior to sailing.
Commanding officers of our ships and submarines are in significant positions of trust and authority.  I hold them accountable to a very high standard for their actions.
The Commanding Officer expected the two-person repair team to act also as hatch sentries.  Both sailors showed good awareness of the prevailing sea conditions as the repair was made and understood well their responsibilities to shut one or both lids should a wave threaten.

Based on the testimony of other experienced Victoria class commanding officers, the Board finds that the risk assessment, risk mitigation, and the conning tower option selected by the CO and implemented by the Officers of the Watch were reasonable under the conditions.
A qualitative assessment of the submarine’s motion was completed for various speeds under the environmental conditions present.  The assessment revealed that a further reduction in speed would have had little effect on the motion.  The results of the modelling are shown in figures 3 and 4 above.
It is recommended that the performance of the Victoria class submarines operating on the surface in various weather conditions and at various speeds be modelled.  The results should then be shared with all Commanding Officers and watchkeeping officers to ensure that they fully understand the characteristics of the submarines.
