  Electoral Fraud is OK - Victorian Electoral Commission.
That certainly seems to be the case with the saga of electoral fraud and vote-rigging in the Frankston East by-election.
Signed by the Electoral Commissioner C. Barry, the letter effectively says that electoral fraud is within the law as far as the VEC is concerned.
In plain English it means that electoral fraud as perpetrated by the major parties is allowable and therefore serves to perpetuate the undemocratic two-party rule in Australia.

The Victorian Liberal leader, Robert Doyle, had to sack his treasury spokesman, Robert Dean, yesterday after the party realised he was not eligible to vote or to stand for re-election.
The electoral commission informed the party late on Wednesday that it was required by law to reject Dr Dean's nomination for his seat.
The rolls closed last Friday and a routine investigation of the nominations by the commission found Dr Dean was ineligible to vote and therefore to stand for Parliament.

If I thought the VEC had acted in good faith then I would be so concerned about their mistakes but as I have said this issues has been raised time and time again.
With this election the VEC decided to undertake the preliminary distribution which meant that the ballot papers were in some sort of order and as such a little more easier to scrutinise.

The Victorian Electoral Commission (VEC) website crashed today as an unexpectedly high number of voters swamped the system.
VEC communications manager Sue Lang said the website, which listed the location of the state's 1652 polling centres, was averaging up to 800 hits a minute before it temporarily crashed shortly before 1pm (AEDT).
The commission's hotlines were also flat out today with 1100 calls taken in the first hour this morning.

The Victorian Electoral Commission will take no action on complaints about election material being distributed in the seat of Mildura in Victoria's north-west.
The Electoral Commission says the material is a normal part of electioneering, but Mr Savage says it breaches the Electoral Act.
"The truth should prevail in advertising and if it's quite clearly wrong, or deceptive, or dishonest, the Electoral Commission should say, 'no you should not be running that material because it quite clearly does have an impact on the outcome'."
