Vicus - Wikipedia, the free encyclopedia
In the history of the Roman empire, a vicus (pl. vicii) was an ad hoc provincial civilian settlement that sprang up close to and because of a nearby official Roman site, usually a military garrison or state-owned mining operation.
The vicii differed from the planned cilivian towns or civitates that were laid out as official local economic and administrative centres, the coloniae which were settlements of retired troops or the formal political entity created from an existing settlement, called a municipium.
Those that attracted significant numbers of Roman citizens were later permitted to form local councils and some such as the vicus at York grew into regional centres and even provincial capitals.

A vicus is the name of the civilian settlements that developed around forts and fortresses.
Also, living in a vicus was safer than living elsewhere, especially during times of unrest in the province.
If the vicus was established enough, it could live on even if the fort was abandoned, though generally they were too dependent on the military to be able to survive alone.

In the course of excavations in the South Vicus in 1998, a planimetric development consisting of wooden houses (earthen cellars, trenches with beams, post holes) was identified, a development which is similar in structure to finds at the East Vicus of Mautern.
The extensive rescue excavations of the ÖAI carried out in the East Vicus of Mautern led in 1998 to the replacement of traditional archaeological methods of documentation by digital means.

 Bryn Mawr Classical Review 2005.06.30
To mention just a few: Lott defines the term vicus and characterizes the neighborhoods of ancient Rome; he briefly situates his study vis-à-vis previous scholarship; and he orients the reader to contemporary sociological work on neighborhoods and voluntary associations.
In 2 BCE, for example, the magistri of the Vicus Sandaliarius erected an altar whose imagery alludes to the dedication of the temple of Mars Ultor and the impending departure of Gaius Caesar on his first military command.
Lott considers five compital altars dedicated in the Augustan neighborhoods and then focuses on the evidence for two vici: the Vicus Compiti Acili, whose aedicula was discovered during the construction of the Via dei Fori Imperiali, and a vicus, whose ancient name is unknown, wedged between the Tiber and the southwestern slope of the Aventine.
