A video assist is a piece of equipment mounted onto a movie camera that allows (with the addition of a monitor) the director to see exactly what the camera operator is seeing and thus ensure that the film is being shot and framed the way he/she wants.
On digital video cameras, this device is not necessary as the chips relay video directly, but a video assist is required on a film camera in order to optically tap what the lens receives.
The assist usually sends the signal to a monitor off the immediate vicinity of filming (to where the director is standing), but sometimes can be sent to a LCD monitor mounted directly on the camera.

I am among a small group of video assist operators who do pre-editing on-set, (mainly action cutting and effects compositions.) I have been using Avid Xpress DV for about three years on set.
In an ideal world, I would capture the video into 24p and be able to cut it in, but the signal from the camera is 24fps pulled down to 30i with 2:3, and I have no way of telling Avid which frame is the A frame during capture.
Video taps on film cameras don't insert timecode or flags into the stream to indicate what the cadence might be at any time.
