U.S. GAO - B-303495, Office of National Drug Control Policy--Video News Release, January 4, 2005
There, as here, the prepackaged news stories were narrated by a person who purported to be a private news "reporter" but was actually hired by the agency's contractor to read scripts prepared for and approved by the agency.
We agree with ONDCP that news media outreach is an authorized activity under the National Youth Anti-Drug Media Campaign, and we agree that section 1802(a)(1)(H) evinces congressional intent that ONDCP influence the attitudes of the public and the news media with respect to drug abuse.
Clearly, "news media" refers both to the process used to broadcast news to the public, and to the private sector organizations that broadcast the news.

Some news organizations, for example, simply identify the government’s “reporter”; as one of their own and then edit out any phrase suggesting the segment was not of their making.
In essence, video news releases seek to exploit a growing vulnerability of television news: Even as news staffs at the major networks are shrinking, many local stations are expanding their hours of news coverage without adding reporters.
In the end, she said, the jump to video news releases from journalism was not as far as one might expect.

 Video news releases - SourceWatch
Video news releases or VNRs (also referred to as fake TV news) are segments designed to be indistinguishable from independently-produced news reports that are distributed and promoted to television newsrooms.
On a October 2003 discussion panel on VNRs, Larry Moscowitz, the founder and President of largest VNR producer Medialink Worldwide, candidly said their use was widespread.
After defending the use of VNRs as being legal for government agencies, Bush echoed the PR industry view that the onus for disclosure was on the broadcasters not the producers.

VNR: Video News Release | pixelated.tv   (Site not responding. Last check: )
A Video News Release, or VNR is a short video piece that you provide to news editors so they have the things they need to run your story.
A VNR may include a "package," which is a produced piece of around 90 seconds that can be run as is with only minor modification.
If a VNR refers to a recent event or project it is "timely," whereas one made to avoid such references is "evergreen." VNRs are usually broadcast on C-band satellite, and news directors are provided a press release with the coordinates to download the footage if they choose.

What is a Video News Release?
A video news release (VNR), also known as a B-roll or fake news, is a carefully edited and packaged form of public service announcement provided to local media outlets for broadcasting.
In theory, the contents of a video news release are not to be confused with authentic news footage, but in reality, a number of outlets do not issue a disclaimer concerning the source of the VNR footage.
Instead of holding a press conference to announce a new drug treatment, a drug company may decide to produce a video news release containing its own footage of the drug trials, expert opinions, and testimonials from patients and doctors.

Video News Releases: NEWS OR ADVERTISING?
Simply put, a VNR is a film clip, maybe a minute or two in length, usually produced by a public relations firm and made available to television stations and networks by satellite feed.
To hear VNR sponsors, producers, and satellite distributors talk, these costly film ventures are mere modern-day news releases, little different from an old printed press release.
The Code of Good Practice for Video News Releases emerged in 1992 and continues to be promoted by the Public Relations Society of America (PRSA), a group of 35 PR firms.

In the case of Bush's Medicare "video news releases" promoting the prescription drug benefits, they weren't properly labeled so that the viewing public would be informed that the creative source of the "news reports" was the government itself, and were thus labeled in the GAO investigative report as illegal propaganda.
Although the VNR materials were labeled so that the television news stations could identify CMS as the source of the materials, part of the VNR materials--the story packages and lead-in anchor scripts--were targeted not only to the television news stations but also to the television viewing audience.

VNRs are press releases in video form, but to viewers they can look much like a regular news report.
At the time, Longo said VNRs should be treated like any news release, with the station evaluating whether or not the subject matter is newsworthy, and if it is, using Channel 4's editorial judgment as to how the story is crafted and what video and sound are sought after and used.
The CMD study tracked newsroom use of 36 VNRs over a 10-month period and found no instances where it was disclosed to viewers that the content of the "report" had been paid for by a commercial entity.

 || DukeMedNews || Video News Release: Behavioral Therapy Effective in Treatment of Insomnia
DURHAM, N.C. -- New clinical data show that changing a person's attitudes about sleep and teaching new habits is a promising treatment for insomnia and may be an alternative to medication for the treatment of persistent primary insomnia, a sleep disorder that affects up to 5 percent of Americans.
More than one-third of the adult population is bothered by insomnia at least some of the time and 10 percent to 15 percent have chronic, unrelenting insomnia, according to Jack D. Edinger, lead author of the study appearing in the April 11 issue of the Journal of the American Medical Association.
For example, people are taught how to think about their sleep in a more constructive way (change of attitude) and also how to establish better sleep patterns by incorporating new habits such as getting out of bed at the same time each day (even if it means getting less sleep) and eliminating daytime napping.
