Topic: Videogames Rating Council

In the News (Tue 14 Feb 12)

  Video Games and Violence
Videogames soon became the preferred leisure activity for children, forcing parents and critics to question the possiblibility of ill effects.
When a child owns a PC or a videogame system, it opens up opportunities for him or her to invite other kids to play, therefore enhancing or forming friendships (Choi).
Videogame manufacturers should promote content awareness before the government steps in and fund an add campaign directed at parents to educate them about ratings.

Understanding the Rating System for Video Games
ESRB ratings have two parts: rating symbols suggest age appropriateness for the game, and content descriptors indicate elements in a game that may have triggered a particular rating and/or may be of interest or concern.
To take full advantage of the ESRB rating system, it's important to check both the rating symbol (on the front of the game box) and the content descriptors (on the back of the game box).
Rating Pending: Used only for advertising and/or marketing materials created for titles that have been submitted to the ESRB and are awaiting a final rating.

But videogames' fight to be regarded as an acceptable form of entertainment is continually threatened by self-proclaimed moral superiors.
While videogames have been haphazardly watched by politicians and concerned parents since the '70s and Deathrace 2000, all it took was a little spill to re-instigate the great anti-videogame campaign.
The industry's "ratings education" received a C+, and a D- was awarded to "retailer enforcement"; NIMF stated that the industry has failed to accurately rate games, and is "beyond repair." The foundation plans to conduct a Ratings Summit next year to develop an alternative to the ESRB.

 Censorship
Censorship has been alleged to occur in such media policies as blurring the boundaries between hard news and news commentary, and in the appointment of allegedly biased commentators, such as a former government attorney, to serve as anchors of programs labeled as hard news but comprising primarily anti-criminal commentary.
The focusing of news stories to exclude questions that might be of interest to some audience segments, such as the avoidance of reporting cumulative casualty rates among citizens of a nation that is the target or site of a foreign war, is often described as a form of censorship.
Favorable representation in news or information services of preferred products or services, such as reporting on leisure travel and comparative values of various machines instead of on leisure activities such as arts, crafts or gardening has been described by some as a means of censoring ideas about the latter in favor of the former.

 Video Game Violence: An introduction
Because arcades became a popular hangout for teens who would spend countless hours and quarters feeding what many considered a dangerous habit, arcades in the early 1980s were viewed as gambling parlors that attracted undesirable elements, and city councils were lobbied to regulate the permits awarded and operating hours of such facilities.
The result was the Entertainment Software Rating Board (ESRB), which developed a standardized rating system for use in all entertainment software products similar to the Motion Picture Association of America's system for the film industry.
Many began to question the relevancy of the rating system when it was clear that software retailers were still selling violent video games to minors.

Costa Rica Petition 369/04 - Admissible
In particular, the petitioner states that the rating required by the Commission for the Control and Rating of Public Entertainment for the publication of the magazines Chavespectáculos and Sexxxo Caliente and in general of material of a pornographic character is contrary to the provisions of Article 13 (2) and 13 (4) of the American Convention.
Moreover, it must yield to the Council free of charge the necessary space to warn the public about the rating of and restrictions on the shows, including these in their advertising.
In this respect, the State contends that the Commission for the Control and Rating of Public Entertainment exercises what it calls a “preventive control” meant to avoid the injury both of the psychological health of minor persons and of public morals, a condition necessary for social harmony, which the State, in turn, must protect.

For example, when the ball is moving at a constant rate it is equivalent to the board being flat (although this requires the user to understand and accept the idea that there is no friction generated between the ball and board that would slow the ball down).
The example described in the preceding text of the ball moving from left to right with the user then choosing to accelerate it to the left is equivalent to tilting the board downward to the left.
However, all participants were also asked after each simulation trial to rate their overall enjoyment on a scale of 0 to 8 where 0 was “no enjoyment” and 8 was “extreme enjoyment.” Participants who were given the game reported much greater levels of enjoyment than those who were not.

It also criticised the industry for failing to use the top rating in the ESRB arsenal, the Adults Only (AO) rating, claiming that publishers are manipulating the criteria of the rating system to get Mature (M) ratings for their games rather than AO ratings, which would prevent the titles from being sold by many retailers.
The accusations levelled at the industry by the report seem somewhat unfair in many ways - particularly the implication that the weight of the ESRB ratings is being compromised because the industry doesn't believe that videogames damage children.
All of those games are rated mature, and you must be 17 years of age or older to purchase them (in almost ALL retail stores).
