As long as the majority in the Vidhan Sabha supports the government, the Council of Ministers cannot be dismissed.
When no party gets a majority in the Vidhan Sabha, the Governor exercises his own volition and can either ask the leader of the single largest party or the consensus leader of 2 or more parties (that is, a coalition party) to form the government.
The Governor can reserve bills introduced in either house of the state legislature (Vidhan Sabha or Vidhan Parishad) for the President's consideration if he feels the need to do so.

Fifty-two legislators of the Samajwadi Party, 42 of them from the Vidhan Sabha (legislative assembly) and 10 from the Vidhan Parishad (legislative council), were suspended for unruly behaviour today.
The suspension came after the legislators sought a discussion on alleged fake encounters in the state and the killing of innocent people.
The issue was raised by Dhani Ram Verma, leader of the opposition in the Vidhan Sabha, and Ram Saran Das and others in the Vidhan Parishad.

CHANDIGARH, July 1: The proposed Punjab Vidhan Parishad, which is being revived after a gap of 27 years, would have 40 members enjoying a six-year tenure with a provision that one-third of the members would retire biennially.
This is the minimum strength of the Upper House or the Legislative Council laid down in the Constitution which also provides that it would not exceed one-third of the total membership of 117 of the State Legislative Assembly.
The previous Council too had 40 members before its abolition in January 1970.The new House, according to the constitutional procedure, would be constituted through both election and nomination with a majority of the members being elected directly or indirectly.
