  Laos - HISTORY
In 1771 the king of Louangphrabang attacked Vientiane, determined to punish it for what he perceived to be its complicity in a Burmese attack on his capital in 1765.
The disappearance of the Vientiane kingdom and the weakened condition of Louangphrabang led to a period of direct Siamese presence on the left bank of the Mekong and to the virtual annexation of Xiangkhouang and part of Bolikhamxai by the Vietnamese.
By terms of the treaty concluded on October 3, 1893, between the Government of the French Republic and the Government of His Majesty the King of Siam, Siam renounced all claims to territories on the left bank and to islands in the river.

Opened on April 8, 1994 it was the first ever bridge crossing the lower Mekong, and the second ever on the full course of the Mekong.
Shortly after the Paris Peace Accords ended U.S. involvement in the Vietnam war, the Pathet Lao and the government of Laos signed a cease-fire agreement, the Vientiane Treaty, in February, 1973.
The coalition government envisaged by the treaty did not long outlast it; as with the treaty itself, events in Laos emulated those in Vietnam.

The Franco-Siamese treaty of 1907 defined the present Lao boundary with Thailand.
In 1960, Kong Le, a paratroop captain, seized Vientiane in a coup and demanded the formation of a neutralist government to end the fighting.
The fall of Saigon and Phnom Penh to communist forces in April 1975 hastened the decline of the coalition in Laos.

Vientiane municipality is in the process of developing an industrial area, at some distance from the town, to reduce crowding of factories in urban areas as well as pave the way for future economic expansion.
The treaty was officially signed on January 30 by Phongsavath Boupha, Deputy Minister of Foreign Affairs representing the Lao Government and Suvidhya Simaskul, Thai Ambassador to Laos.
The treaty is intended to help both countries to fight criminals and threats to security, such as the bandits at Vang Tao-Songmek International Border Checkpoint, who in the early morning of July 3, 2000, attacked and robbed a border outpost.

It was not his place to demean the Treaty of Amity and Cooperation, which is something that ASEAN regards as one of their most important achievements.
Similarly, the claim that this treaty is just a set of "motherhood statements" that signatories, eg Japan, "do not really mean", is insulting to everyone concerned.
This treaty is ASEAN's effort to keep great power military politics out of their region.

ASEAN foreign ministers decided at the weekend to "encourage" Australia and New Zealand to "positively consider" acceding to the treaty, which commits all governments in the region to respect each other's territorial integrity and follow a policy of "non-interference in the internal affairs of one another".

VIENTIANE, Laos - A peace pact between Australia and southeast Asia should be in effect by October, paving the way for Australia's inclusion in December's inaugural East Asian Summit, Foreign Minister Alexander Downer said on Wednesday.
Downer said he would sign a "declaration of intent" on Thursday, starting Canberra's adoption of the Treaty of Amity and Cooperation, a precondition set by the Association of South East Asian Nations (ASEAN) for all attendees at the 16-nation summit in Malaysia at the end of the year.
Although keen for a stronger voice in Asia, Australia had refused to sign a pact it feared would affect its key alliance with the United States and prevent it from commenting on human rights issues in ASEAN member countries such as Myanmar.

The Federal Government is refusing to sign a non-aggression pact with its Asian neighbours, causing friction ahead of the Prime Minister's visit to Laos for the ASEAN leaders' summit.
The meeting, which starts tomorrow, will launch negotiations between Australia, New Zealand and the 10 members of the Association of South-East Asian Nations for a free trade deal and is the first time Australia has been invited to attend the forum.
The treaty of amity and co-operation calls for each signatory to commit to "non-interference in the internal affairs of one another", a "renunciation of the threat or use of force" and the settlement of disputes by "peaceful means".

Prince Phetsarath was unwilling to go along with them because he maintained that French rights according to the 1898 treaty of Paris had ended with France's inability to protect the Kingdom of Luang Prabang.

The main reason Vientiane is staying out of the Ottawa convention is the obligation to rid the country of the devices within four years it cannot afford.
Unlike Cambodia, which is widely covered with landmines planted from the time of the Vietnam War to recent internal conflicts, Laos is largely threatened by unexploded small bombs carpeted by the United States during its secret war in the 1970s to prevent the spread of communism and Vietnamese influence in Laos.
The Treaty was signed in December, 1997 in Ottawa, Canada by representatives from 122 of the 159 countries that were meeting.

The US and Australia are the only developed countries to have rejected the Kyoto treaty, which requires developed countries to reduce greenhouse gas output by 2012.
China, India and other developing nations account for a rapidly rising share of the world's emissions of greenhouse gases such as carbon dioxide but are not required to cut them under the Kyoto treaty, which the US has branded unfair.

Here we go again — another avoidable Australian failure of regional diplomacy, but spun to a credulous media at home as a success; even the spurious backgrounding argument that "we were ambushed by ASEAN over this" and that we were somehow clever and tough not to be caught in their trap.
The second question, that it interferes with an ability to criticise human rights — that is nonsense also, because in fact Australia as a guest at the post-ASEAN summit has no right or position in courtesy to criticise human rights violations within that forum.
This is discredited language and it was a crude and unsubtle insult to apply it to the ASEAN TAC.

The Franco-Siamese Treaty of 1893, signed under threat of a French ultimatum, allowed the French and British to expand their territorial influence into Southeast Asia, thus halting Thai expansion.
This treaty also transferred the entire area on the left bank of the Mekong River, or what is Laos today, to France.
Later, by the treaty of 1904, both the area on the right bank of the Mekong River, Sayaboury province (opposite Luang Prabang in Laos) and Champasak (it is also called Bassac by the French) were also ceded to France.

By the 19th century, the Thais had established dominion over the land and Tiao Anuvong, Prince of Vientiane, led an ill-fated nationalist rebellion in 1827.
During World War II, Japan occupied Laos and a pro-independence movement arose in Vientiane, led by three princes, Phetsarat, leader of the Free Laos government-in-exile, Suvana Fuma, leader of the National Progressive Party, and his half-brother, Tiao Sufanuvong, head of the Neo Lao Issara (Laos National United Front).
The Pathet Lao declared an armistice in 1973, and the Vientiane Government formed a new cabinet, including Pathet Lao members, with a Council of Ministers headed by Suvana Fuma.
