The Vietnam War was in many ways a direct successor to the French Indochina War, sometimes referred to as the First Indochina War, in which the French fought, with the financial and logistical support of the United States, to regain control of their former colony in Indochina.
The first draft lottery since World War II in the United States was held on December 1, 1969 and was met with large protests and a great deal of controversy; statistical analysis indicated that the methodology of the lotteries unintentionally disadvantaged men with late year birthdays.
The unstated goal of Vietnamization was that the primary burden of combat would be returned to ARVN troops and thereby lessen domestic opposition to the war in the U.S. During this period, the United States conducted a gradual troop withdrawal from Vietnam.

The United States wanted to stay out of this war, but the threat and conquests of the German seapower had already sunk several U. merchant ships, including the killing of 128 Americans on the LUSITANIA vessels on May 23, 1915.

Article page 747, section "Claims Settlement Agreements," United States-Israel, USS Liberty, reports details of various claims for damages, injuries, deaths and loss of the ship culminating in December 18, 1980, agreement to accept $6 million in three annual installments for loss of the ship.
Significantly, the summary does not assert that the attack was a mistake, only that Israel had ample time to identify the ship correctly and that the court had insufficient information to make a judgment on the reasons for the decision to attack.
Reports payment by Israel on May 27, 1968, of a claim by the United States for $3,323,500 on behalf of the families of the 34 cremen killed in the attack.
