It should be stressed that assignment of certain institutions (establishments or enterprises) to municipalities, inter alia transfer of the rights of the founder of these establishments or enterprises, which were previously held by certain state institutions, in itself does not mean that respective functions of the state are assigned to municipalities alongside.
Thus, the duty of municipalities to perform (to a certain extent) the function of support and protection of culture may be established by the law only; only by the law one may establish respective competence of municipalities as well.
This restriction of independence of municipalities originates from the Constitution and in itself should not be considered as disregard of interests of municipalities; by this restriction originating from the Constitution one ensures the co-ordination of interests of municipality and the state.

 Review of Baltic States Real Estate Market 2005
The Diagram 2 illustrates the total number of sales of vacant and built-up parcels in the municipalities of large cities and their districts in Lithuania (Vilnius, Kaunas, Klaipeda, Panevezys, Siauliai, Alytus and Marijampole) and the total number of transactions in the remaining municipalities.
All cities witnessed rise in the number of transactions as well as in averages of sale prices: in Vilnius - by 51%, in Klaipeda - by 33%, in Palanga - by 27%, in Kaunas - by 18%, in other cities and towns - the county centres - from 6% up to 50%.
Commercial land parcels in Vilnius located close to the centre and prestigious districts were sold at 70-400 Eur/m2; parcels located at the distance districts were sold at 30-50 Eur/m2.

Surveying of cases in all the courts was not expedient since the data collected in the Vilnius City District Court No. 2 provide a full picture of legal assistance re ndered in criminal cases in all the four local courts.
However, it is impossible to determine the actual scope of and the need for attendance by ex officio lawyers at this stage because the reports do not detail the data and police commissariat s do not keep detailed accounting of case dismissals, and the latter could be informative as regards defenders\rquote attendance.

The AAA Kempinski Hotel Vilnius is scheduled to open in the first half of 2007 now that the AAA Group, investor in the project, has received its official permits to start the design process.
Vilnius will be the first capital city in the Baltic countries to have a hotel belonging to Europe's oldest luxury hotel chain, Kempinski.

I occupy two and I am in so many committees on culture in the Municipality and the Ministry of Culture, because you have to be very creative in order to get good relationships, to lobby and to build social economic and other partnerships.
It is a result of our lobbying that we persuaded the City Municipality to accept the idea that they should get involved very strongly.
Vilnius is going to be the Cultural Capital in 2009 and I was wandering whether in fact one of the reasons for this successful proposal was because of this festivals organization too.
