On June 24th, 1998, Ahmeti‘s terrorist group carried out an attack on the Serbs in the village of Pantina and kidnapped the married couple Cedomirka and Ratomir Miljkovic, whose fate is still unknown.
In January 1999, together with Rahman Rama, Hisni Ahmeti organized and carried out an attack on YA forces in the region of Shalja, when 8 members of the military police were kidnapped.
In May 1998, he joined the KLA forces and their staff located in the village of Krajmirovce, Municipality of Lipljan, to be soon appointed chief of the military police in charge of a part of the territory of the Municipality of Štimlje.

The leader of the Socialist Party, Fatos Nano, used his testimony in the trial of four former high-ranking bank officials and former socialist Prime Minister Vilson Ahmeti to attack the current Albanian government, Gazeta Shqiptare reported on 15 January.
The five officials are charged with misappropriating $1.2 million, which was paid in 1991 to Nicola Arsidi, a French citizen, who was employed by the Albanian Ministry for Foreign Trade to negotiate forgiveness of Albania's foreign debts.
Nano, who was Ahmeti's predecessor and heard as a defense witness, said that he never met Arsidi and was not involved in negotiations with him.

They were sentenced to between two and seven years in prison, but a court of appeal ordered the retrial on the basis of new evidence that also implicated former National Bank Governor Ilir Hoti and former Trade Bank Director Ardian Xhyheri.

The fragile coalition government led by Prime Minister Ylli Bufi fell apart when the ADP decided to pull out in December.
An interim government of nonparty members and specialists headed by Vilson Ahmeti struggled on until the ADP scored a decisive election victory on March 22, 1992, amidst economic free-fall and social chaos, receiving about 62 percent of the vote to the SPA's 26 percent.
Alia resigned as president shortly afterward, paving the way for the ADP to take over the government.
