Vilya, the Ring of Air, was one of the Rings of Power made by the Elves of Eregion.
Along with Nenya and Narya, Vilya was often referred to as one of the Three Rings of the Elves, the mightiest of the Rings of Power.
When Sauron laid waste to Eregion, Vilya was sent to the Elven-King Gil-galad far away in Lindon, where it was later given to Elrond, who bore it through the later years of the Second Age and all of the Third.

Vilya was one of those cards that was at the top of everyone's hit list back when METW first came out.
Certainly, two of the parts of the errata have hurt Vilya a lot; you can only recycle 3 cards now, and you have to be in Rivendell to do it.
You could put the Vilya's in your sideboard to counter this possibility, but this makes getting them into your playdeck a torturous affair, which mitigates against Vilya's #1 advantage: ease of use.

I beleive the rings were used for protective purposes, for keeping the areas within a certain radius free from evil and keeping the land immortal within that radius.
So the fact that Elrond could flood bruinen was due to the fact that the Nazgul tried to pass an area within the boundaries of Vilya, therefore allowing Elrond (and Gandalf) to temporarily cause a flood.
Also dont forget that the ring of air (Vilya) is more likely to cause a flood than the ring of water i.e wind causes waves etc. Nenya (ring of water) could have helped create the mirror of Galadriel (water with evidentally magical qualities).

I was always under the impression that Elrond did use Vilya to aid the rising of the river.
It's also been speculated that since Vilya was the Ring of Air, it may have been some aid with wind and rapidly melting snows high in the mountains that could cause a quick flood.

posted on 8/20/2004 at 07:57 AM I have just commisioned Jens Hansen who made the One Ring and Vilya for the films to make me the first replica (or 'Vilya reborn' as they are calling it) in 18k gold, and with a natural blue sapphire.
It is going to be an unpleasant surprise for my bank manager but I just had to have that ring and the Noble Collection version is not as 'exact' as they claim (nor are their other copies) and is very over-priced, at least here in the UK (445 GBP).
I also have all the emails pushing Jens Hansen to produce a replica for me (and their tetchy replies) and a letter stating that mine is the first copy, but by the time they wrench the ring from my cold dead finger it will probably be a shadow of its former self.

A few days ago I received some images from "Finarfin" that caught my attention and piqued my curiousity--it seemed that "Finarfin" had taken on himself the task of recreating Vilya, the Ring of Air held by Elrond and one of the three Rings of Power forged by the Elves.
So damn convention, last week I went and paid for it and now I am the wearer of Vilya, mightiest of the three.
