Williams states flatly that Bevan's ineptitude and hubris were the real reasons Homolka received a lenient plea-bargain deal in exchange for testifying against her husband, Paul Bernardo, and not a lack of evidence.
Had Inspector Vince Bevan not jumped the gun, the Toronto police (rather than the Niagara police) would have raided Paul and Karla's home, and the notorious deal with Karla would have been completely unnecessary, meaning she would have been prosecuted to the full extent of the law.
And Bevan's mishandling of the situation meant that even if the infamous videotapes depicting the actual rapes and tortures of innocent teenage girls had been initially found, the atrocious Homolka deal would have still stood.

Ottawa Police Chief Vince Bevan yesterday defended the force's record on solving crime, suggesting a more exacting method of police reporting in the capital could be skewing statistical results.

Let’s take Chief Bevan’s criterion at face value: legislation is valuable if it saves “even one life.” Referring to criminal harassment in Canada, we find that most cases involve men stalking women:
Back in the USA, an intended victim had made multiple complaints about a stalker, including one just 30 minutes before he forcefully invaded her home, which is when she shot him.
Her father said “this wasn't the first time [the attacker] tried to hurt his daughter.” The police interviewed “a few people who knew of instances prior to this.” According to Canadian Chief Bevan, our legislation—in this case, the lack of restrictive laws that bar a law-abiding woman from defending herself—has “proven its worth.”
