Vincent C. Siew (蕭萬長 Pinyin: Xiāo Wàncháng, Wade-Giles: Hsiao Wan-chang) (born January 3, 1939) was the first Taiwanese-born Premier of the Republic of China (1997-2000) and former vice-chairman of Kuomintang (2000-2004).
Born in Chiayi City, Siew graduated from the Department of Diplomacy at National Chengchi University in 1961, and received a master's degree from the Graduate Institute of International Law and Diplomacy at National Chengchi University in 1965.
Siew is married to Susan Chu (朱俶賢 Zhū Xiánshú) with three daughters: Ru-ting (蕭如婷), Jia-feng (蕭如芬), and Jhih-you (蕭至佑 Zhìyòu).

Siew, 64, served as premier from 1997-2000 and previously served as chairman of the Mainland Affairs Council (1994-95) chairman of the Council for Economic Development and Planning (1993-94), minister of economic affairs (1990-93), a legislator (1996-1997) and numerous other positions during his three decades in public service.
Siew was also the vice presidential running mate in the failed presidential bid by KMT Chairman and then Taiwan vice president Lien Chan in the March 2000 election won by Chen as the standard-bearer for the Democratic Progressive Party.
