ACLU Challenges Fees for Speaking at Virgin Town Council Meetings
In reports, Virgin claims that the policy of charging the fee and rejecting items from the agenda is done to keep the meetings "positive." Prohibiting speech because it is negative, however, is clearly unconstitutional viewpoint discrimination and will not survive strict scrutiny.
We believe that Virgin’s actions are also in violation of Utah’s Open and Public Meetings Act, which in no way restricts the rights of non-disruptive persons from participating in an open meeting of a public body.
The ACLU of Utah is concerned about the reports of a $25.00 fee being assessed to citizens of Virgin, Utah who wish to address their government at open and public meetings.

The international organization has not exactly overrun them, but the two town councils are considering ordinances that would erase all traces of the United Nations in their communities, citing concerns the body is usurping the sovereignty of the United States.
Likewise, U.S. State Department spokeswoman Susan Pittman said this was also a first for her but said the Utah towns are perfectly free to criticize the U.N. La Verkin Mayor Howard acknowledged the move was largely symbolic.
Virgin Mayor Jay Lee calls the ordinance "real interesting," but is unsure his council will pass it at its next meeting July 19.

The Virgin River Resource Management and Recovery Program (The Program) is bringing together city, county, state, federal, university, and private groups within the Virgin River Basin in southwest Utah to work collaboratively to solve water resource allocation problems in a rapidly growing area while also working toward recovery of threatened and endangered native fish species.
The Institute for Natural Systems Engineering (INSE) at the Utah Water Research Laboratory (UWRL) is providing technical assistance to the Program by undertaking a comprehensive and integrated assessment of existing aquatic habitat conditions and adjacent land use patterns throughout the Virgin River Basin.
Specific objectives of the study are to (1) assess the quality of the habitat within the watershed using a quantitative index, (2) identify the critical factors that contribute to habitat quality, and (3) develop management tools to aid in decision-making regarding protection and enhancement of native aquatic and riparian communities.
