  Intro to OH Land History
Virginia was the original 'owner' of the Ohio lands (as well as those of other states in the midwest).
In 1784 Virginia relinquished its claim to lands to the northwest of the Ohio River in exchange for being able to award bounty lands (land grants in lieu of payment for military service) in Ohio's "Virginia Military District" (see next).
The District was located between the Little Miami and Scioto Rivers in the south-central portion of the state.

Eastern District embraced the area between the northern and eastern boundaries of the state, the eastern shore of Galveston Bay, and left bank of the Trinity River to its intersection with the Cross Timbers region at Alton, then following the boundary of the Cross Timbers to the Red River.
25 February 1862: Military District of Galveston and Military District of Houston re-designated Military Sub-District of Galveston and Military Sub-District of Houston.
October 12, 1864: Third Military District of South Carolina was re-designated Fifth Sub-District of South Carolina and remained attached to this district.

 About the Revolutionary War Land Office Military Certificates
Land Office military certificates are printed forms on which the names of Revolutionary War officers, soldiers, and sailors are recorded as well as details of their service in the State or Continental line including rank and length of service.
After proof of qualifying military service was established and a claim was approved in the Governor's Office, the governor issued a certificate authorizing the Land Office to issue a warrant for bounty lands.
The warrant specified the amount of lands to be received and directed the surveyor of lands to set aside that quantity of land in the Virginia Military District in Kentucky and Ohio.

 Revolutionary War Rejected Claims for Bounty Land
When a claim was proved, the Governor's Office issued a military certificate to the register of the Land Office (see Land Office Military Certificates) authorizing him to issue a warrant specifying the amount of land to be received and directing the land to be surveyed.
Virginia retained no records of the next two steps in the process, which was to have the land surveyed based on the warrant, followed by the issuance of a grant.

Because of the proprietorship, grants in the Northern Neck are not found at the Virginia archives.
In 1781 Virginia relinquished its claim to lands in the Northwest Territories in exchange for being able to award bounty lands in the Virginia Military District in what is now south-central Ohio.
Virginia proceeded to award its military bounty lands in the Kentucky territory (until Kentucky became a state in 1792), and then in the Military District (after 1792 and before Ohio achieved statehood in 1803.)

Congress effectually thwarted their schemes in 1855, but in the act of 1880, referred to, such provisions were inserted as to throw open to litigation between the present occupants and the heirs of the original locators the whole of the 130,000 acres of unpatented lands.
In the early part of 1787, the Virginia Military District was explored by two Kentucky surveyors, Maj. John O'Bannon and Arthur Fox, who wished to obtain a knowledge of the land for the purpose of making entries when the land office for the district should be opened.
He was appointed by Col. Richard C. Anderson (Surveyor General of the Virginia Military District) Deputy District Surveyor, and at the age of twenty-two years (in 1787) became one of the band of surveyors and pioneers who opened up the district to settlement.
