VRE people, however, rarely use the term "passenger" or "rider." Instead, the word "customer" has become ingrained in their language, and the concept of passengers as customers is business-as-usual.

VRE officials initially wanted to cover all the costs by increasing the amount communities pay for the rail service, but a task force made up of transportation planners from each community decided to share the costs with the ridership.
The Northern Virginia Transportation Commission and the Potomac and Rappahannock Transportation Commission, which jointly operate VRE, approved the plan earlier this month, and VRE plans to hold public hearings in March or April on the proposal.

VRE ridership declined about 2 percent, or by about 178 passengers, in the fiscal year that ended June 30 compared to the prior year.
VRE receives half its operating revenue from passenger fares, with the remainder coming from local, state and federal subsidies.
The railway recently added 285 parking spots at its Broad Run station in Prince William County, but the parking lot is full before the last train leaves at 7:50 a.m., Roeber said.

The Federal Railway Administration and the Office of Management and Budget approved a loan for nearly $60 million Thursday for the cars, said Mark Roeber, a VRE spokesman.
VRE was the first commuter line to ever apply for a loan under the Federal Railroad Rehabilitation and Improvement Financing Program and will most likely serve as a model for future applications, Roeber said.
Another wrench in the funding process came when the Virginia General Assembly removed a $15 million earmark for the cars from the budget, lumped it into the $300 million surplus money that will be discussed in September as part of the transportation special session.
