State laws that qualified under these alternatives required that before any licensee completed the transfer of a handgun to a non-licensee, a government official verified that possession of a handgun by the transferee would not be a violation of law.
Under State law, handgun sellers are required to forward copies of purchaser statements by registered or certified mail to the chief of police of the municipality or the sheriff of the county where the seller is a resident, and to the director of public safety.
State law forbids the possession of a handgun by a person who is under the age of 18 (except in limited circumstances), a convicted felon or a fugitive from justice.

 Virginia (state) - MSN Encarta
Virginia played an important role in the American Revolution (1775-1783), and it entered the Union as the tenth of the original 13 states on June 25, 1788.
Virginia is bounded on the east by the Atlantic Ocean, on the north and east by Maryland and the District of Columbia, on the west by West Virginia and Kentucky, and on the south by Tennessee and North Carolina.
Virginia’s Coastal Plain extends inland as far as the Fall Line, a narrow zone of small waterfalls and rapids that occurs at the point where the major rivers pass from the resistant granites and other ancient rocks of the Piedmont to the more easily eroded sands, clays, and shales of the Coastal Plain.

 Converted WP file 25811
The State presented evidence that he was acting to enforce the peace of his own volition at the time of the assault, rather than serving his private employer at its direction.
The State argues that the magistrate court did not err in striking the above-language from Appellant's instruction numbered six because it incorrectly stated the law and because it was substantially and correctly covered by Appellant's instruction numbered seven.
Appellant's instruction numbered six, as written, foisted the burden onto the State of proving that she did not act in defense of her son as if it were another element of the charged offense, which was clearly an incorrect statement of law.

Virginia I-95 has four Interstate spur and loop routes, I-195 and I-295 in the Richmond area, and I-395 and I-495 in Northern Virginia near Washington, D.C. The terrain that Virginia I-95 crosses is generally Piedmont gently rolling land through the southern, central and northern part of the state.

The first section of federally-funded Interstate highway (from the 1956 federal highway act) to be completed in Virginia was the 4.87-mile-long I-95 Emporia Bypass which opened on Sept. 9, 1959.

 Henry G. Shirley Memorial Highway
This highway was originally I-95, and it was redesignated I-395 in 1977 because of the rerouting of I-95 to the eastern half of the Capital Beltway, done because of the cancellation of proposed I-95 from New York Avenue in the District of Columbia, northward into Prince George's County to the I-495 Capital Beltway.
Shirley Highway is I-95 south of the Beltway, and is I-395 north of the Beltway.
With the Virginia Department of Highways planning a highway from Woodbridge to the Potomac River Bridges (the Henry G.  WPA Introduction
During the civil rights era, Virginia politicians and editors again took the lead in resistance; it was in Virginia that the arguments were first heard that southern states had the right to"nullify" the Supreme Court's school-desegregation rulings by interposing state authority between the citizen and the national government.
The oldest state is favored by rugged physical beauty from seashore to mountains, a pleasant climate, excellent transportation facilities, diversified manufacturing and agricultural pursuits, and a rich tradition of accomplishment.
No manuscript that went into the making of the book--no highway tour, no essay, no city, description--is in its entirety the work of one person, for within the office we developed experts who through emphasis upon their special fields became as useful to the co-ordinator as they were sometimes annoying.

In areas designated as Highway Safety Corridors, fines for speeding tickets are increased up to $500 and fines for criminal offenses such as reckless driving or driving under the influence could cost as much as $2,500.
The first Highway Safety Corridor designation was a 15-mile section in Interstate 81 posted in early 2004, from mile marker 127 near Ironto in Montgomery County to mile marker 142 near Salem in Roanoke County.

But I think many of the roads that have three-digit numbers were former county roads that have been accepted into the state system.
This is one of the famous West Virginia "fractional routes." Below is an actual photo of one of these signs, along US 52 in Wayne County:
