Robert Gascoyne-Cecil, 7th Marquess of Salisbury - Wikipedia, the free encyclopedia
Lord Cranborne was summoned as Baron Cecil of Essendon (his father's most junior dignity), though continued to be known by his courtesy style of Viscount Cranborne.
However, Lord Cranborne gave his party's approval without consulting the Leader, William Hague, who knew nothing and was embarrassed when Blair told him of it in the House of Commons.
Lord Cranborne, who had received the life Barony of Gascoyne-Cecil, remained active on the backbenches, until the House adopted new rules for declaration of financial interests which he believed were too onerous.

Guardian Unlimited Politics | Special Reports | Angry Cranborne quits 'enfeebled' Lords
Viscount Cranborne, the idiosyncratic former leader of the House of Lords, ended 500 years of tradition yesterday by leaving the upper house in protest at new rules on the declaration of interests.
The departure of Viscount Cranborne, who once likened himself to an "ill trained spaniel", means that for the first time since the reign of Henry VIII in the 16th century no member of the Cecil family will sit in parliament.
Lord Cranborne, a Tory hereditary peer who was awarded a life peerage in 1999 to allow him to sit in the reformed House of Lords, said he was taking leave of absence because of the "onerous" rules imposed by the new code of conduct.

CRANBORNE: Well, of course what has happened in the past is that the House of Lords, - this is the great argument for reform of the House of Lords, - doesn't have enough self-confidence in its present composition to do its full constitutional duty, and it has always pulled its punches in the past.

 Affection and Judgement
Prominent among this turmoil was the Leader of the Opposition in the House of Lords, Lord Cranborne, heir to the Marquess of Salisbury and to the political traditions of the Cecil family.
Lord Cranborne, in setting aside affection to concentrate on judgement, has, since his time as a member of the House of Commons, sought to enhance the power of the Second Chamber to limit the tyranny a Commons majority led by an ambitious dictator can impose.
He believed that the public perception of the House of Lords (too often confused with its "democratic legitimacy") did require the strength of the hereditary peers to be reduced, but while retaining their influence, probably by limiting their voting rights.
