Prabhakar said that he had written five letters to the President during the past one year, but he did not receive reply to even one of them.
Prabhakar said that after stories appeared in the newspapers about his decision, he got a telephone call from Rashtrapati Bhawan informing him that the President wanted to meet him on Sunday.
Prabhakar said he had informed Rashtrapati Bhawan at the time of being invited for the Independence Day function that his wife had died and had also requested the authorities to invite his son or daughter in future so that he could take part in the functions.

New Delhi, Jan. 30: Noted Hindi writer and veteran Gandhian Vishnu Prabhakar today decided against returning the Padma Bhushan award to the government after a meeting with the President at Rashtrapati Bhavan.
Prabhakar had threatened to return the award after the “misbehaviour” of security guards at a recent Rashtrapati Bhavan function.
At the gates, the guards pointed out that the invitation was for Prabhakar and his wife and refused to allow his son in.

August 24: Two persons, who allegedly duped noted writer Vishnu Prabhakar by fabricating ownership documents of his house, were arrested by the anti-forgery section of the crime branch.
The police said Prabhakar had rented out his house to one of the accused, Deepak Sabharwal, in 1990 at a monthly rent of Rs 3,500.
Prabhakar also found the accused had fabricated the papers and shown the house in his own name.

The tenant of distinguished Hindi and Marathi author Vishnu Prabhakar has been arrested by the Anti-Forgery Section of the Economic Offences Wing of the Delhi police Crime Branch on charges of cheating and criminal breach of trust for drawing the octogenarian litterateur into a prolonged court battle with the help of forged documents.
Subsequently, he dragged Mr Prabhakar to court on the grounds that he was trying to evict him forcibly from the premises.
Further, Mr.Bhatt said, Mr Prabhakar, to his utter surprise and shock, discovered that the accused had fabricated the property papers and shown the house as his own.

Though the invitation was in the name of Prabhakar and his wife, who is no more, he took his son along as he felt it was not wise to move alone at this age.
He rued that while during the days of first President Rajendra Prasad, writers and literatteurs had easy access to Rashtrapati Bhawan, it was indeed sad that these days even letters written by them were not replied to.

Mr Prabhakar, 93, has written to the President seeking his permission to return the award to protest against the way he and his son were treated while on their way to the President’s ‘At Home’ ceremony at Rashtrapati Bhawan on Republic Day.
According to Mr Prabhakar, he had informed Rashtrapati Bhawan after receiving the invitation to the last year’s Independence Day function that his wife was no more and the invitation should be in his son’s or daughter’s name who could accompany him to the function.
Mr Prabhakar, who had earlier declined to receive the Padma Shri, regretted that while litterateurs had free access to Rashtrapati Bhawan during the tenure of first President Rajendra Prasad, now even their letters were not acknowledged by Rashtrapati Bhawan.

After this controversy I feel that there should be two categories of the State awards - one of those candidates who actually don't want the Padma awards and the government is still bent upon honouring them and the second category of those who don't deserve but who still manage to get it after great manipulation.
