Nazlymov: Some Notes On A Series of Clinics With Valdimir Nazlymov
At the first seminar I attended, Maitré Nazlymov stated that it was a misconception that the Soviet's footwork had lead to their domination of fencing.
Maitré Nazlymov would begin by making a retreat (he usually did the footwork on guard himself) and calling out the time of our corresponding advance step: "eeeeeh - one" and we would move our front foot forward slowly at the "eeeeeh", landing on the heel of the foot.
The opponent is still dangerous (and Maitré Nazlymov simulated this in demonstrations by trying to mix up or confuse his partner in order to cause them to deviate from the tactical progression that had been established) but essentially the fencer controls the opponent and the bout.

Vladimir Nazlymov, who moved to the US from the former soviet union and now coaches at Ohio State University, spoke of the need for some similar recognition of coaches in the U.S. I believe he's quoted as saying "[back wherever he's from] at least we would get a button that said 'best coach'".

The point Im trying to make is that it seems that there are certain regions of the country that tend to produce elite athletes and they seem to retain these monopolies from the quality training partners they continually produce for each other.
