Volgograd Oblast (Волгогра́дская о́бласть) is a regional subdivision (additional info and facts about regional subdivision) of Russia (A federation in northeastern Europe and northern Asia; formerly Soviet Russia; since 1991 an independent state).
Its administrative center is the city of Volgograd (A city in the European part of Russia on the Volga; site of German defeat in World War II in the winter of 1942-43).

Volgograd originated with the foundation in 1589 of the fortress of Tsaritsyn at the confluence of the Tsaritsa and Volga rivers.
The fortress, which took its name from the local Tatar language, was established to defend the unstable southern border of tsarist Russia and became the nucleus of a trading settlement.
Modern Volgograd is still an important industrial city with a major railway junction with links to Moscow, the Donbas region of Ukraine, the Caucasus, and Siberia.

In Voronezh Oblast the total amount of the benefit paid to a family was the sum of differences between the actual average per capita income of the family and the subsistence minimum of each member of the family eligible for social benefits.
In three districts of Volgograd Oblast the proxy means test tested by ISEPN was used.  And, finally, in the other districts of Volgograd Oblast the methodology used was one based on the Unified Procedure for providing targeted social assistance.
The methodology used in three pilot regions of Volgograd Oblast was essentially different from all the preceding ones, since it allowed additional assessment of family income by analyzing the level of actual consumption.
