3 little villages/house collections along a river would have clear paths and some sort of road/cart system between them, and the change in layout and materials should be more clearly marked between the areas where rich people have paid to make things nice or where businesses/government have made things for industrial and business use.
I would keep the river and the huts and cap points, but try make an obvious "spine" for the map of a major road, and have increased development lead into the docks/cannery area.
I would think that all of their life is in relationship to the river, so having a road that runs along it that connects these homes to the rest of the river's cities and towns makes sense.
