The Volunteer Minister program is a worldwide effort founded by the Church of Scientology International.
The Volunteer Minister program most heavily promoted by Scientology took place in the immediate aftermath of the September 11, 2001 terrorist attacks, when approximately one thousand Scientologists were sent to New York City to participate in the relief efforts there.
More recently, Volunteer Ministers have been sent to the site of relief efforts in Southeast Asia in the wake of the December 2004 tsunami and to London Underground stations that were attacked in the 7 July 2005 London bombings.

The activities of the Volunteer Ministers are coordinated from the main I HELP office in Los Angeles and continental or regional offices for the Western and Eastern U.S., Canada, Mexico and Central and South America, England, continental Europe, Russia, Australia, New Zealand and Asia.
Several physicians who are also Volunteer Ministers went to the parks and shelters to tend medically to more than 200 children who were at high risk or had already contracted illness by living outdoors in the chill of January for days on end.
