In 1918-1919, Voroshilov was a member of the Ukrainian workers' and peasant's provisional government and people's commissar for internal affairs of the Ukrainian SSR.
The decease of Stalin prompted a major rotation in the Soviet leadership and on 15 Mar 1953, Voroshilov left his office in the government and was approved as Chairman of the Presidium of the USSR Supreme Soviet.
Voroshilov feared exposing the executions of the Great Purge of the 1930s, in which he was personally involved, and opposed Khrushchev's initiative to make it known at the 20th party congress (1956).

Voroshilov was elected full member of the party Central Committee (1921-1961) and full member of the Orgburo (June 2, 1924 - Dec. 18, 1925).
In 1925 after the death of Mikhail Frunze, Voroshilov was appointed people's commissar for military and navy affairs and chairman of the Revolutionary Military Council of the USSR (Nov. 6, 1925 - June 20, 1934).

The badges are named after General Voroshilov who was a good shot; apparently he was not a very good general but survived Stalin’s purges probably for the same reason.
This case was published in a local paper and became well-known.
