To be able to access the voting system software, so that they could add their vote rigging code, they may have been working for a voting machine company, or found some other way to hack into the system!
When all the voters have cast their votes, a random check of a small percentage of the voting machines is then made by counting their paper ballots.
Many voting machines do not have test mode buttons so rigging code may have many clever ways to tell the difference between a real election and voting that is occuring just for test purposes.
