The organization grew out of the Citizens' Voter Research and Education Project, which Velásquez organized during his tenure as an assistant field director and fund-raiser with the National Council of La Raza between 1971-72.
The Latin American Project's best-known effort was a report on a fact-finding tour of United States Hispanic leaders, including Velásquez, to Nicaragua and Costa Rica in January 1988.
A long-term goal of the project was to furnish SVREP's voter-registration and education techniques to Latin-American countries.

The Voter Education Project (VEP) was a federally endorsed program that enabled philanthropic organizations to direct funding to voter registration efforts in the South.
The idea for the VEP originated in discussions between Robert Kennedy and Burke Marshall of the U.S. Justice Department, Harold C. Flemming of the Southern Regional Council, and Stephen R. Currier, a philanthropist.
Civil rights organizations were well aware that the Kennedy administration wanted the VEP to shift their focus from demonstrations to voter registration.

It was terribly difficult for the organization to succeed in the VEP they had to work so vigorously to get a huge amount of fls ready to vote only to get a small percentage of them to vote.
The organization realized until the power of the citizen's council over state politics is broken; they would not be able to help the majority of fls in the south vote.
