  California Voter Foundation - California Voter Participation Survey
In the summer of 2004, the California Voter Foundation (CVF) conducted a statewide survey of 2,000 Californians to assess the barriers and incentives for voter participation in California, with a particular focus on groups that are currently underrepresented in the electorate.
The survey was conducted by David Binder Research and included two kinds of eligible voters: registered, infrequent voters who have voted in one or none of the last four elections; and unregistered, eligible voters.

Infrequent voters say they like to vote and that voting is important, but that they are too busy with work or family to get to the polls.
It would be useful to collect data from a number of California counties to determine the actual sources of data used to select jury pools and then publicize the findings to ensure potential voters are not being dissuaded from registering due to a false impression about the source of jury pool data.
Sensitive voter data, such as a voter’s birthplace and exact date of birth, should be redacted before such data is made available to secondary users, such as political campaigns.

 Direct Democracy: Can It Inspire Greater Voter Participation?
Reform measures that have been advanced in recent years in the hope that they would encourage greater voter participation include election day registration, motor voter registration, the moving of registration deadlines closer to Election Day, and the so-called campaign finance reform.
It provides a useful juxtaposition to the current American system of elections that has come to make many voters feel as if they were shoppers in a supermarket forced to choose between the last two bananas available, both of which are spoiled.
Our current campaign process has failed too often in recent elections to encourage greater voter participation, but the resurgence of grassroots campaigning this year may help to bring some more voters out to the polls and I hope that politicians continue to reach out directly to voters.
