Topic: Voyska PVO

Troops of National Air Defense (PVO)
PVO Strany was reorganized in 1981 and its name was changed to Voyska PVO (Air Defence Troops), but it maintained its status as an independent branch, and the main body of army air defence troops, including the military schools, were annexed to it.
The Voyska PVO lost its separate command and control system in the reorganization and about half of the fighters and the majority of the flying training system was transferred to the Air Force.
The PVO expects enemy air power to attack across a broad frontage with a large number of aircraft operating in small groups echeloned both in height and depth.

Soviet Anti-Air Defense - Wikipedia, the free encyclopedia
Unlike Western air defense forces, PVO Strany was a branch of the military unto itself, separate from the Soviet Air Force (VVS).
Organisationally there were two main PVO districts for most of the USSR's history, Moscow and Baku, and the rest of the country was divided into PVO regions.
In 1998, the force groupings and headquarters of the PVO that had remained within Russia were merged with the Russian Air Force.

In the mid 1990's, Voyska PVO operated 20 Il-76 aircraft configured for airborne early warning and command and control, 380 MiG-23 and L-39 aircraft.

Air Defence in Northern Europe 11
Prior to the reorganization, Frontal Aviation was organized into sixteen tactical armies, each subordinate to the local commander of a military district in the Soviet Union or the commander of the Group of Soviet Forces deployed outside the Soviet Union.
The Army Air Defence Troops were subordinate to the Military Districts and Groups of Forces in peace-time and to the Front and Army Staffs in wartime.
Although the Soviet Army anti-aircraft troops seem to be subordinated to Voyska PVO, the dependence is probably more administrative logistic and technical than operative.

According to world airpower journal VVS had 14 regiments equipped with fulcrums by 1989 and 40 regiments of PVO and VVS were equipped with floggers(MF/ML/MLD/MS).
Based on this we could estimate that 400+ fulcrums and 1200+ floggers were operational with the soviet airforces in the 1989-90 period.
Or that quite a few of PVO regiments were actually two-type units: one eskadrilya of Su-15s with one or two eskadrilyas of MiG-23s.

The rate at which the Russians are currently deploying the new MiG-29 Fulcrum, MiG-31 Foxhound and Su-27 Flanker, all equipped with infra-red Search and Track Sets in an attempt to cope with SAC's electronic warfare capability, clearly testifies to the threat the Russians perceive in the B-1B force.
Given the vast area to be covered by the Russian Voyska PVO and the quality of much of their equipment and aircrew it is reasonable to assume that in the foreseeable future the B-1B will defeat their defensive system.
A typical PVO response to a penetrator, for instance, would initially involve detection by long-range low band radar.

Many of the modern Soviet interceptor aircraft are dual capable, that is, while their primary mission is air defense and interdiction, they are also capable of providing some direct support to ground operations.
The previous, somewhat artificial organization of air assets into fighter aviation of PVO and frontal aviation needlessly predetermined the number of aircraft available for various types of missions.

The Ground Forces (Sukhoputnye voiska), Air Forces (VVS), Air Defense Forces (Voyska protivovozdushnoy oboronystrany, PVO), Strategic Rocket Forces (RVS) and the Navy (VMF), were all under the control of the VGK (Verkhovnoye Glavnokomandovaniye = Supreme High Command) of the USSR, and were basically of equal importance.
The PVO [or P-VO] (Protivo-Vozdushnoi Oborony = National [Homeland] Air-Defense Forces), combined PVO-Strany (Strategic ADF) and PVO-Voysk (Ground Forces ADF) since 1978.
The PVO apparently also had its own transport and liason units.

The origins of the S-300PMU/SA-10 system date to the late 1960s, when the Soviets opted to develop a much more effective SAM system to replace the S-75/SA-2 and S-200/SA-5, neither of which proved effective operationally.
The intended 'common' S-300 was to be used by the Voyska PVO (Air Defence Forces), PVO SV (Army Air Defence) and Voenno-Morskii Flot (Navy), but the program soon unravelled and resulted in the very much unique V-PVO S-300P and PVO-SV S-300V systems.
The first production model was the S-300PT or SA-10A, with a towed 5P85 TEL, the V-500/5V55 SAM, a towed 5N63S Flap Lid A engagement radar, a towed 36D6 Tin Shield 3D acquisition radar, and the unique LEMZ 5N66/76N6 Clam Shell continuous wave low altitude acquisition radar, typically mast mounted.
