  Workers' Educational Association (WEA) - Adult Learning Course Provider UK
The WEA’s Conference this year will include a day in partnership with NIACE exploring the value of adult learning to society; the day is intended for learners and adult education leaders and policymakers as well as WEA members.
The WEA’s annual review for the last academic year provides a cross-section of our work in different subject areas across England and Scotland, using a range of illustrated case studies of learners and projects.
A survey of recent WEA learners found that they enjoyed their courses greatly, with many mentioning benefits to their social confidence and health in addition to increased enthusiasm for the course subject.

The WEA's problems began in 1992 when state voters overwhelmingly approved an initiative that barred the withholding of an employee's wages ``for use as political contributions except upon written request of the employee.'' Before that law was passed, the union collected dues for its political action committee from 49,000 of the its then 60,000 members.
WEA executives claimed the violations were unintentional, the result of ``accounting errors'' and changes in personnel --- the same excuse they are using this week to excuse their latest activities.

The WEA originally alleged 12 EFF violations, 11 of which were dismissed by Thurston County Superior Court Judge William T. McPhee in November of 1998.
Two years ago, the WEA also sued two teachers alleging they too had fomented discontent resulting in WEA members quitting the union.
The WEA tied EFF up in court for 32 months, all the while failing to identify a single EFF action substantiating the allegations.

Under the settlement agreement, WEA will return to its 65,000 members approximately $330,000 for Community Outreach Program dues that the suit alleged were improperly collected and expended for campaign contributions.
The AG filed suit against WEA in February 1997 for failing to report thousands of dollars in campaign contributions, "loans" and expenditures that were used for political activities.
The National Education Association is also named in the settlement for violating state law by contributing $410,000 through WEA to the "No on 173/177 Committee." Both WEA and NEA failed to disclose that the national organization was the true source of this contribution to the state ballot measures.

The AG's suit states that WEA attempted to circumvent the reauthorization requirement with the Community Outreach Program which is funded with mandatory dues assessments.
The suit also contends COP funds were used for contributions to other political committees and that WEA improperly financed and failed to report approximately $233,000 in contributions to the campaigns to defeat the charter schools and vouchers initiatives.
In the meantime, WEA independently went to Thurston County Superior Court seeking a declaratory judgment that its Community Outreach Program is not a political committee.

However, WEA labor union officials have made a series of moves of dubious legality in a concerted effort to intimidate the teacher plaintiffs and to derail the class-action suit.
