WGTW indicates that it notified RCN on September 27, 1999 that it was entitled to carriage on channel 48, the channel number on which it broadcasts over-the-air, on RCN's cable system serving communities in Lehigh and Northampton Counties, Pennsylvania.
WGTW points out that in WXTV the costs of compliance with regard to seventeen of the cable systems at issue was between $4,000 and $500,000 and the these costs were not found to be a compelling basis for excusing the system from complying with the must carry requirements.
WGTW states that there is no reason why the Commission should alter that stance herein since the mere fact that channel positioning requirements might exact some financial toll from cable operators does not render the requirements a taking.

Cornerstone had, during the interim, purchased channel 48's transmitter, moved it to Altoona, and used it to sign on a new station in 1988 on channel 47, ironically enough under the WKBS-TV call letters.
WGTW operates under the same allocation, but not quite the same exact license, as WKBS-TV did.

WGTW notes that only one system, where the costs would exceed $1,000,000, were the costs found excessive.

WGTW had been owned by noted fl businesswoman Dorothy Brunson, who presided over the rebirth in Philadelphia of Channel 48.
As WKBS, Channel 48 is noted in broadcasting history as the first television station in the history of American broadcasting to voluntarily return its license to the FCC and go off the air, which it did on August 31, 1983.
Under the Brunson ownership, WGTW featured a variety of vintage syndicated programming, local public service shows, and infomercials, as well as such cult favorites such as Cheaters and the urban music programming shows Urban Expressions and Tunez, as well as its midnight wrestling block.

The deal seems to be to bring about TBN on cable systems throughout the Philadelphia market, and a number of over the air households.
The FCC wanted to increase diversity of broadcast ownership, and WMBC 63(New York market) and WGTW 48 were offered to minority groups.
WGTW on the other hand is a Philadelphia station (though licensed across the DE river in Burlington, NJ), and is now TBN owned and operated.

Note that the call letters were WGTW ever since the station came on the air.
On January 17, 2005, the call letters were changed from WGTW to WGTW-TV.

Now back...to last week's original column, some thoughts from readers on last week's column regarding the Trinity Broadcasting Network takeover of Philadelphia's WGTW Channel 48, beginning on September 30, that will result in the loss of several wrestling shows in the Philadelphia market...
Even having witnessed these takeovers before, it still hurts badly to see diversified, sometimes locally owned TV stations get taken over by bland and often agenda-oriented media empires.
It's stations like WGTW that give a spark of individuality to television.
