  Waste Isolation Pilot Plant - Wikipedia, the free encyclopedia
The Waste Isolation Pilot Plant, or WIPP, is the world's first underground repository licensed to safely and permanently dispose of transuranic radioactive waste that is left from the research and production of nuclear weapons.
WIPP is unsuited for high level radioactive waste as its high heat attracts water which would lead to rapid corrosion of the waste packages, and the dissolution of the waste into the salty water.
Because drilling or excavation in the area will be hazardous long after the area is being actively used, there are plans to construct markers to deter inadvertent human intrusion for the next ten thousand years.

A front of dissolution is moving from west to east and over the WIPP site and most of the salt missing at WIPP was dissolved during the last glacial cycle that ended 10,000 years ago.
WIPP is a plutonium disposal site, the waste requires isolation for at least 240,000 years, and someone could seek an injunction against EPA on those grounds alone.
The results of previous geologic investigations, reviewed and published long before the WIPP site was selected, demonstrated that a regional front of salt dissolution had passed over the area and removed a substantial thickness of salt from the Rustler Formation.

The WIPP project was authorized by Congress in 1980 (P.L. 96-164) to address the problem of long-term disposal of defense-related TRU waste.

WIPP is designated for disposal of TRANSURANIC waste, not low-level as the article states.
As of September 23, WIPP had received 31 total shipments since March 26, consisting of 95 standard waste boxes and 350 55-gallon drums.
Oil and gas exploratory wells encircle the Land Withdrawal boundary, and DOE is supposed to evaluate the potential impact on the repository of any drilling activity which may occur within one mile of this boundary.

All the waste disposed of at WIPP is from other DOE and military sites (none of it is commercial, high-level nuclear waste--that is slated for Yucca Mountain, Nevada), and is comprised of mostly irradiated laboratory material, such as gloves, protective clothing, and other disposable test equipment.
The repository is built in a bedded salt formation, a geologic layer of salt that is expected to slowly encroach on the waste material, surrounding it and isolating it from the atmosphere and ground water.

The DOE is developing the WIPP near Carlsbad in southeastern New Mexico as a potential deep geologic repository for the disposal of defense transuranic (TRU) radioactive waste currently being stored on Federal reservations in 10 states, including Washington, Ohio, Idaho, New Mexico, Tennessee, South Carolina, Nevada, and Colorado.
The WIPP compliance certification rule will be limited to consideration of the WIPP's compliance with the disposal regulations found in subparts B and C of 40 CFR 191 (which include containment requirements, assurance requirements, individual protection requirements, and groundwater protection requirements).
Finally, the WIPP Land Withdrawal Act of 1992 requires that EPA issue criteria to implement the Agency's radioactive waste disposal regulations specifically at the WIPP, and then certify, through use of such criteria, whether or not the WIPP complies with the regulations and should be allowed to open.

The proposed modification is not an expansion of the mission of the WIPP program; rather, it is a reorganization of activities required by the WIPP permit that will move more of the requisite waste analysis responsibilities to the WIPP facility, thereby providing a more efficient and economical operation.
For example, at the WIPP permit hearing in 1999 DOE did not produce even one drum for which the written documents were accurate.
Those practices are fundamentally contrary to the WIPP permit, which specifies waste management practices and allows NMED to enforce the permit and for citizens to sue, if necessary, to require compliance with the permit.
