Due to Puerto Rico's mountainous interior, TV signals airing from San Juan would hardly reach the western portion of the island.
The station is owned by LIN TV and is branded as Televicentro de Puerto Rico.
It has also regained it's position as a major Puerto Rican TV station, mainly due to it's new focus on locally produced programming.

WKAQ-TV became the first Puerto Rican TV station in 1954.
Ramos wanted to maintain a consistent branding between it's properties using the "mundo" theme, and thus named WKAQ-TV "Tele Mundo" (Tele World).
Ramos had tried to obtain a TV license as early as the mid 1940's, but due an FCC licensing freeze for all new American TV stations, Ramos had to wait until 1954 to obtain such license.

These two stations attracted the attention of mainland corporations and on 14 April 1983 WKAQ-TV, Telemundo, was sold to John Blair and Co., a diversified, publicly traded American company which again sold it in October 1987 to Reliance Inc., the owners of Spanish television network Telemundo in the United States.
When the FCC implemented the television freeze and "ordered applications for new TV stations placed in the pending file" on 29 September 1948, Puerto Rico had no choice but to postpone its development of this new medium until the agency renewed the process for the issuance of broadcasting licenses on 12 April 1952.
On 21 January 1987 radio and TV broadcasting was transferred from the Department of Education to a newly created state venture, named Corporación para la Difusión Pública (Corporation for Public Broadcasting).

Nowadays, a half-hour of TV production time is paid at a rate of between $5,000 to $8,000, and an artist with a five-day, one-hour-long show can make between $50,000 to $80,000 a week, industry officials say.
That growth rate is much higher than the one expected for the mainland TV network and station advertising market, which is expected to grow 7% in 2000 to about $41.3 billion, according to the Veronis Scuhler Communications Industry Forecast.
Attempting to do the latter, they say, is a losing proposition on an island where high unemployment and low education levels lead to an average TV viewer who spends eight hours a day glued to the boob tube.

LIN TV has an operating hub in Springfield, Mass., where graphics changes and new commercials will be produced for the WAPA-America feed.

According to Mediafax, categories such as magazine, TV, and cable television appear to have experienced investment increases of 2%, 7%, and 23% respectively, while radio and press had decreases of 5% and 4% respectively.
Both directors agreed that companies usually spend 5% of their profits on advertising but when profits decline, advertising is one of the first budget allocations to be cut.

Entities with local TV stations in Puerto Rico wrote the Federal Communications Commission this week concerning satellite TV service to the U.S. commonwealth, saying DBS providers shouldn't have trouble offering local TV service to the island.
They added that SHVERA requires satellite TV services to retransmit the analog signals of the TV stations in Puerto Rico, including those licensed to ECN and ETC, by Dec. 8.
International Broadcasting Corporation, which has television stations in San Juan, Aguadilla and Ponce in Puerto Rico, joined with another Puerto Rico station owner, RyF Television, in asking the FCC to require satellite TV services to carry local broadcasters serving the area.
