WQED (channel 13, digital channel 38) is a PBS television station based in Pittsburgh, Pennsylvania.
WQED also became the first station to telecast classes to elementary classrooms when Pittsburgh launched the Metropolitan School Service in 1955.
WQED has produced many shows for PBS, such as Mister Rogers' Neighborhood (which aired first run episodes from February 19, 1968 to August 31, 2001).

WQED denies this allegation, and submits letters from individuals Alliance suggests were duped into writing letters, reiterating their support for WQED's actions.
WQED states that written station policy prohibits station personnel from requiring members of the public to schedule an appointment to inspect the station file.
WQED opposed the petition and filed a motion requesting that the Commission censure Alliance and its counsel for filing a strike petition.

WQED requests that its Channel *16 allotment be dereserved in order to permit commercial broadcasting on Channel 16 in Pittsburgh, and that it be permitted to assign WQEX(TV) to a commercial licensee and use the net proceeds to further WQED(TV)'s noncommercial broadcast operation.
WQED further states that it is indebted to its permanently restricted endowment fund in the amount of $2.2 million for funds borrowed in fiscal 1993 to provide working capital, and $2.3 million for funds borrowed in April 1996 to repay a portion of the bank debt then due and payable.
WQED also notes that some of programming on WQEX(TV) is not educational, that the two stations presently duplicate programming, and that the duplication will increase dramatically in the fall because of a reduction in its grant from the Corporation for Public Broadcasting.

WQED's first two attempts to cash in its second public license were thwarted by CIPB Pittsburgh and it allies.
In justifying its ruling, the FCC accepted as fact certain key representations by WQED that were not documented in any way, especially concerning the corporation's debt and the attitude of its funders.
The FCC also cited WQED's argument that no major not-for-profit had offered to take over the license, a self-fulfilling prophecy since WQED CEO George Miles was on record as discouraging any such interest because it would not bring as much money as would a commercial bid.

WQED has been trying to sell WQEX since 1996, when it petitioned the Federal Communications Commission to change the station's license to commercial from educational.
WQED plans to use the proceeds from a WQEX sale to pay off approximately $9 million in debt, convert WQED-Channel 13 to digital broadcasting, make other capital improvements to the station and finance more local programming.
WQED and Sutter canceled the agreement last month, after WQED rejected giving her an eighth deadline extension to complete the deal.

The Carolyn M. Byham WQED fm Studio was a big surprise for the woman for whom it was named.
Funding was provided through a partnership between WQED Multimedia, the Cultural Trust, with support from WQED board member William Byham.
The studio's opening capped yesterday's WQED Multimedia's annual board meeting, where Miles outlined some of the challenges and opportunities facing the company in 2004.

Chris Fletcher, WQED vice president of publications and Internet services, acknowledged few will take advantage of receiving WQED programs online initially, but as television and computers begin to merge, he said the availability of programming on the Net will become more important.

A recent FCC decision granting applications which would result in the assignment of a non-commercial educational station on a reserved channel in Pittsburgh to a religious broadcaster has generated extensive editorial comment and letters from Congress to the FCC and to Congress from FCC Chairman William E. Kennard and from the National Religious Broadcasters.
The decision, WQED PITTSBURG, "clarifies" the extent to which religious broadcasters may be deemed to comply with the "educational" purpose of such reserved channels.
Although the Commission has historically accepted the representations of otherwise legally qualified applicants for reserved channels that their programming would be "educational" in nature, the FCC was troubled by the initial statement of Cornerstone that it "intends to shift the majority of its present (religious) programming to reserved Channel *16".

 SatelliteGuys.US - Voom needs to Contact WQED Pittsburgh
I've had an email conversation with someone at WQED Pittsburgh about their psip problem (will be fixed sometime soon), and they said they have been trying to get in touch with someone who works at voom to talk about the inability of the voom receiver to display WQED Pittsburgh 13-3.
Some seem to think it will be cleared up when the ota scan gets the same 13-3 PSIP as the current mapped 13-3, and the mapped channel gets replaced by the scanned channel.
I have an email of someone at WQED but I didn't want to give it out, because this contact has been so good about replying to me and explaining problems, or just shooting the breeze about the quality of service, etc. I don't want them to be flooded by emails from this forum.
