WRR - Wikipedia, the free encyclopedia
The present WRR was originally licensed in 1948 as WRR-FM; the original AM WRR began broadcasting on 1310 kHz in 1920 (cite) and received its license and call letters on August 5, 1921; the AM frequency is now privately owned as KTCK.
Despite its public ownership, WRR is a commercial station and sells advertising; over the years, private broadcasters in the Dallas-Fort Worth market have made numerous calls for the station to be privatized, without success.
WRR is the oldest commercially operated radio station in Texas, and the second oldest in the United States (cite), after KDKA (AM) in Pittsburgh.

In this paper, we have proposed a heap-based WRR selection architecture that is very fast and yields very high fairness and little jitter for much practical traffic patterns.
One of the fairest WRR selections is achieved by using urgency counters for each of the queues.

CommsDesign - Implementing a Heap-Based WRR Scheduling Mechanism: Part 2   (Site not responding. Last check: 2007-09-23)
The proposed WRR architecture is tolerant to any change in the queue activity status at the cost of a little compromise in the fairness.
The heap-based WRR implementation described in this article has proven to be fair to all the queues for a large variance in the queue activity status and is almost independent of the queue weights.
In any urgency counter-based WRR implementation, fairness is not a concern for lesser variance in the queue activity status.
