WXPN continued as an enterprise managed and operated solely by students until March 1975, when the Trustees of the University intervened in its governance due to complaints lodged (FCC).
Helped by this increased income, WXPN was able to perform a major upgrade of its facilities in 1950, making the studios soundproof and installing a new control console in addition to partially relieving a problem of cramped quarters.
In March 1982, at the recommendation of the University Council, the composition of eight-member WXPN's governing body was altered to include representatives from Penn's student body and the listening community, as well as from the University's faculty, trustees, and administration.

WXPN's facilities are co-located in the 40,000-square-foot building along with World Café Live, an independently owned, for-profit entity that features a 350-seat theatre and 100-seat restaurant/live performance stage.

The performance venues, an upstairs cafe that seats about 100 and World Cafe Live Downstairs, which seats about 300 in dinner-theater style or in a 700-seat theater, are both wired into the radio station's technical operations center, allowing live concerts on the air or for multi-track recording for later broadcast.
The concept of the partnership between WXPN and World Cafe Live was the brainchild of Hal Real, president of Real Entertainment.
The WXPN studios occupy half of the lower level, making soundproofing easier, because the studio concrete floor is poured right on ground level.

WXPN announced this week that they are going to start two new features of the radio station in August.
This site will be a place to get all of the content from the libraries of WXPN including all of the World Cafe shows and lunchtime concerts– all on demand.
As if that isn’t enough, XPN will add Y100Rocks.com’s programming and overall operations rebranding it as “Y-Rock on WXPN.” Y100/WPLY was Philadelphia’s Alternative Rock-format station until February 2005.
