For those who don’t speak Japanese, wa is a sentence particle that goes on the topic of the sentence, telling someone what is being talking about.
For English speakers, the translation of the sentence using the particle wa sounds totally strange to the ear, since no one reality would say, "Speaking of Tanaka, he is a student." Yet for the Japanese, wa is commonly used in their sentences of speech.

 Japan Forum - What is Japanese "WA"?
IMHO Wa, when used to refer to foreigners, mainly means group dynamics and how to behave in social situations which may become tense, or behavior in such a way that allows for smooth working and interpersonal relations.
However, because my fiance would be seen as stressing "wa" and disrupting the smooth running of the groups, she has lots and lots of apologies to make if she takes time off, not matter how well earned it may be.
I think foreigners do eventually understand "wa" but we make the concious choice to ignore all or part of it because we can often times get away with it.
