On Saturday, 16 September, Senator Evans signed the Regional Convention of the Transboundary Movement of Hazardous Waste (known as the Waigani Convention) when it opened for signature.
The Waigani Convention is an important milestone in the protection of the environment of the South Pacific region.
The main purpose of this Convention is to impose a ban on the importation of all hazardous and radioactive wastes from outside the Convention Area to Pacific Island Developing Parties.

The objective of the Waigani Convention is to stop the import of hazardous and radioactive waste into the South Pacific region, to minimise production within the region and to ensure the environmentally sound management and disposal of already existing waste.
The Waigani Convention provides a mechanism to stop waste traders from using the South Pacific as a highway for hazardous waste or as a waste dump.
Once a party to the Waigani Convention, a country is eligible for technical and financial assistance to help in the management of hazardous or nuclear waste, thereby creating an effective regional mechanism to facilitate the cleanup of hazardous and radioactive waste.

I believe it is fair to observe that work under the Waigani Convention has proceeded at a very brisk pace since the first meeting of the parties in 2002.
In addition to the implementation of the Waigani and Basel conventions, the POPs in PICs project has also contributed to the implementation of the Stockholm convention in the region by minimising the harm caused by pops and the phasing out of their use.
Additionally much has been accomplished in conjunction with the Basel convention, due in no small measure to the ability of the Waigani convention, to draw on the experiences of the latter convention since it practically mirrors the Basel convention.

In the most recent case, upon arrival at the Waigani traffic lights intersection, my crewmembers noticed a group of policemen hiding among the trees in front of the Kone Tigers Oval.
Upon a quick check, the truck was ordered to Waigani Police Station for what they deemed as a overloading.

On the road towards the university I saw university residents on the road all walking towards the university while some residents stopped back uncertain of what to do.
After receipt of the call we then relayed it to the Waigani Fire Station for attendance since it was close to their fire zone.

The price sought for the Waigani land dropped from K15 million to K10 million to K8 million in a short space of time and after the initial attempts in October 1998 had come to nothing there was clearly heavy pressure in January through March 1999 to conclude a sale.
It is also important that one of the clear reasons the involvement of institutions in the Waigani land came to an end was the firm intervention of Prime Minister Skate in forbidding their involvement in April 1999.
In view of the suspicions raised by the Finance Inspectors Report about the proposed Waigani land purchase and the irregularities which have been exposed there was clearly a need to trace where the sales proceeds went and to ascertain whether any improper benefits were received.

At the 1994 South Pacific Forum, Papua New Guinea proposed a treaty to address threats to the region from the importation of hazardous and radioactive wastes.
A Convention was subsequently signed on 16 September 1995 at Waigani, by all Forum members, including New Zealand, except for the Marshall Islands and Tuvalu.
The Waigani Convention bans the importation into Forum countries of hazardous and radioactive wastes, while New Zealand and Australia have undertaken to ban the export of those wastes to these countries.

Contributions to the Waigani Convention will be decided by consensus at the First Conference of the Parties.
The necessary regulations to give effect to the Waigani Convention in Australian law would be put into place before Australia ratifies the Convention, and would come into operation at the same time as the Convention enters into force for Australia.
