Waikouaiti today is a retail trade and servicing centre for the surrounding district, which has sheep farming as the principal primary activity.
Established in 1840, Waikouaiti was the first European settlement in southern New Zealand to be mainly based on farming, and one of the first major European settlement in Otago.
The town of Waikouaiti was initially called called "Hawksbury" – this name still applies to the lagoon in the centre of the town, and was recycled and applied to the residential/industrial redevelopment at the former Cherry Farm Hospital.

 WAIKOUAITI
WAIKOUAITI, steamer: Bound from Sydney to Lyttelton with 5,411 tons of general cargo, the steamer went aground on Dog Island, three miles off Bluff, on the evening of November 28, 1939, and became a total wreck.
Before the taking of evidence the presiding magistrate said that the ship had been proceeding on the course fixed by the Admiralty, and asked that the details of the course be not published, except those immediately relevant to the inquiry.
Captain John Bruce, master of the Waikouaiti, said he altered his course during the afternoon of November 28, and remained on it till 8.15pm.

It was some years prior to the latter date that the late "Johnny" JONES purchased from the Maoris a large tract of land for the purpose of forming a settlement in connection with his whaling station at Waikouaiti.
The date of their arrival at Waikouaiti cannot be definitely fixed, but it is known that they sailed from Sydney in March, 1840, in the Magnet commanded by Captain BRUCE, and that she arrived at the Bluff on 16th of March.
She was the first white woman to land in Otago, and used to walk from Waikouaiti to Dunedin by the mountain track.

The failure of the Waikouaiti settlement to prosper, together with losses incurred during a depression in Sydney, forced Jones to move with his family to New Zealand in 1843.
The decline of whaling forced him to close his Waikouaiti station, and he concentrated on developing his farm.
Of uncertain religious affiliation, he was determinedly non-sectarian, building and endowing the Anglican church at Waikouaiti in 1858, making land grants and donations to the Presbyterian, Catholic and Methodist communities, and giving to the Anglican community in Dunedin the land on which St Paul's Cathedral was eventually built.

Under this Act the Canterbury Province (head post office at Lyttelton) arranged a fortnightly packhorse mail to be carried by William Baines south to the Waitaki river, the southern boundary.
At the same time a packhorse mail would be carried north, by David Hutchison, via Waikouaiti, Moeraki to Papakaio, very close to the Waitaki river, where north bound mails would be exchanged with the south mails from Christchurch.
He is stated to have made the journey from Dunedin to Oamaru (about 116 km by road these days) in one day, changing horses at Goodwood, 8km north of Waikouaiti.

His relations with the Europeans at Moeraki were friendly but formal, and his community avoided the dissolute way of life said to have been common among whalers.
On 16 May 1840 the first Christian mission among Ngai Tahu was established by the Wesleyan missionary James Watkin at Waikouaiti, south of Moeraki.
At Waikouaiti Mantell had provided one European, Johnny Jones, with 2,560 acres, but at nearby Moeraki he had allowed Maori only 500 acres for 87 people, one of the lowest proportions of land to population among Ngai Tahu settlements.

Waikouaiti residents might still face hosing restrictions in dry summers, but the consent agreement gave the council more operating flexilibity, Mr Mackie said.
The granting of consent allowed the council to finalise design work on a $800,000 upgrade of the Waikouaiti water treatment plant but he could not say when construction would begin.
Accessing more water from Waikouaiti allowed the council to install a smaller pipe to the other centres, he said.

At the annual meeting of members of the Waikouaiti Racing Club in September 1950, A. (Archey) Aitchison suggested the formation of a trotting club in the district.
The club’s first non-tote meeting was held at Waikouaiti on Easter Saturday, 24 March 1951, the equalisator handling £1650 on a programme of six races.
He won the Waikouaiti Cup of two mile in 4:24 and three races later the President’s Handicap, of a mile and five furlongs, in the excellent time of 3:28 3/5.

 BLUFF'S EARLY SETTLERS
The earliest of the sustained settlements, in the European sense at least, was Bluff, Where in the early 1820’s James Spencer decided to spend the rest of his life.
Spencers wife was Tini Ra Waho from Otakou, christened Mere Kauri at the time of her marriage which was performed by Missionary Watkin at Waikouaiti.
Mr and Mrs Spencer lived in a house among the flax and manuka, near to where the present Bluff hall is situated.
