The first order limit was 16.8 million cubic metres per year, adopted in January 2004 and was based on 15 percent of the mean annual rainfall over the zone together with an estimate of the recharge contribution from streams in the zone.
The predominant reason for the decrease is a result of a detailed analysis of climate and soil data that has shown a lower proportion of rainfall recharge, approximately 52 percent less than the estimate on which the first order limit was based.
The amount of water currently allocated for use from the Waipara groundwater zone sits at 7.3 million cubic metres per year and therefore the zone status changes to yellow (in other words, actual allocation is greater than 80 percent of water available for irrigation, but less than 100% of the allocation limit).

Scott Berry, the son of Keith and Ruth Berry, has had winemaking experience in France and now makes wines not just for the Waipara Downs label but for other local vineyard owners as well.
Keith says the winery has the potential capacity to handle 300 tonnes of grapes by 2006 — roughly sufficient for 25,000 cases of wine.

As a result, Waipara Hills Wine Estate becomes the largest Waipara-based wine company with ownership of more than 200 hectares of premium-producing vineyards in the region.
The purchase will be settled simultaneously with the previously-announced merger of Waipara Hills Wine Estate Ltd and New Zealand Vineyard Estates Ltd due for completion at the end of next month.

 New Zealand Rail Heritage: Weka Pass Railway: Official Opening & Waipara Vintage Festival 1999
For this occasion a number of steam locomotives from around the country were brought to Waipara to be used during the official opening and at the Waipara Vintage Festival the following weekend.
After completion of the ceremonies the trains returned to Glenmark where refreshments were served in the railway station.
