The Waitakere Ranges are a chain of hills generally running approximately 25 km from north to south generally 25 km west of central Auckland, New Zealand.
The ranges are covered in native bush, most of which is in the process of regeneration since extensive logging and farming in the mid-late 1800’s and early 1900’s.
Some of the ranges' main attractions are: the four popular surf beaches, Muriwai, Te Henga (Bethells), Piha and Karekare; an extensive network of bush walks and tracks; panoramic views of the east and west coasts; and to the east, the city.

The Waitakere Ranges parallel the west coast some 15 miles west of Auckland city and extend as a series of high, rugged, often precipitous, bush-clad steep-walled ravines or valleys north from Manukau Heads to Muriwai Beach, a distance of about 15 miles.
The Waitakere Ranges are a thick accumulation (at least 1,200 ft) of marine-bedded andesitic volcanic conglomerate, breccia, tuff, and lapilli-tuff with associated pillow lavas, normal lavas, and dykes erupted during the Lower Mid-Miocene period (12–25 million years ago).
The Waitakeres, however, continue to play an important role in the city's development, and on their lower eastern flanks at Oratia and Henderson are established the greater part of Auckland's fruit orchards and vineyards.

The bill should be supported because of the particular circumstances that pertain in this case, in particular the enormous pressure that is placed on the Waitakere area due to the population pressure from the Auckland urban area, and the urgency of the need for protection.
The Parliamentary Commissioner for the Environment has described the dismemberment of the Waitakere Ranges as a “death by a thousand cuts”, and I think that is an apt description.
It seems straightforward; the ranges would be classified as a special zone, with a strong district plan with clear objectives in place to protect those areas, and with rules on how those objectives would be implemented.

The Government heeded the request and in 1895 vested the 3500 acres, and several smaller areas of Waitakere Ranges land, in the City Council as "reserves for the conservation of native flora and flora".
The cause of conservation of Waitakere Ranges land was advanced significantly in 1925, when the Crown and the City Council co-operated to purchase the land which became the 600 hectare Cascade/Kauri Park near Swanson.

The Alpine Sports Club Waitakere hut is regularly used as a base for weekend tramping in the Waitakere ranges, bushcraft and search and rescue training courses and as a venue for a variety of club social functions.

The Bill is designed to provide additional, special treatment above the RMA for the Waitakere Ranges and has been introduced to Parliament by Waitakere MP Lynne Pillay.
The Bill wants to ensure that subdivision is of an appropriate character, scale and intensity, does not harm the heritage features and does not contribute to urban sprawl.
Ms Pillay has said she is confident of mustering enough support for the Waitakere Ranges Heritage Area Bill for it to be referred to a select committee and then a further round of public submissions.
