Waitaki River water was being allocated without an overall management plan, something the council had been pushing Environment Canterbury to implement for years.
She said a proper interpretation of the consents confirmed that all the water in the Waitaki system was available to Meridian to use under its consents and it currently uses all of the water from the Tekapo River to generate electricity.
The land use consent was not publicly notified, as the district council judged the only concerned parties were the Department of Conservation and a local landowner, who is also a shareholder in the scheme.

Waitaki District Council Chief Executive Michael Ross gave a presentation on the draft plan's minimum flow regime and highlighted concerns over the its potential to undermine reliable water supply for irrigation as well as the likelihood of significant increases in winter electricity prices.
In March this year, representatives from the Waitaki, Mackenzie, Waimate and Timaru District Councils as well as the Otago Regional Council and Environment Canterbury wrote to Board Chairman Judge David Sheppard seeking a further round of submissions.
Waitaki District Mayor Alan McLay said he believed the process dictated by the Waitaki Act was now out of date and needed to be revisited by the Government.

The Dunedin City Council has accepted a recommendation from its Infrastructure Services Committee that general solid waste from the Waitaki District Council be accepted at city landfills.
The Waitaki District Council now finds that its Oamaru and Palmerston landfills are filling fast and a disposal point for residual general solid waste is required.
The Dunedin City Council, in making its decision, was mindful of its commitment to Zero Waste to Landfill by 2015 programme and, as part of any negotiations with the Waitaki District Council, will be discussing the WDC’s future level of commitment to waste minimisation practices as a condition of the new agreement.
