The Borough of Waitara is situated on the banks and mouth of the Waitara River.
In addition to the problems arising from breakages in the outfall pipeline and the consequential leak of effluent close to the shore, concern was expressed by many that the Waitara outfall was overloaded and could not cope with the quantity of effluent that passed to it.
The problem is clearly compounded by the damaged state of the Waitara Borough outfall, the very basic treatment of that effluent in a comminuter, the apparent overloading of the outfall, and the action of onshore winds and currents in returning solids and other effluent to the shore without adequate dilution or dispersal.

Having now read the police homicide enquiry report, ‘Steven James Wallace: Fatally Wounded at Waitara, Sunday 30 April 2000’, it seems that most of the questions asked in the first PMA alert (The Shooting of Steven Wallace, 8 May 2000) remain unanswered.
Tony Ryall (National) who said that the Prime Minister must immediately apologise to the police officer involved in the Waitara shooting, his family and the entire NZ police force for accusations of racism over the Waitara shooting...
"It is outrageous that the Prime Minister should have made such claims, and in the light of the findings of the extensive investigation into the Waitara incident, she should immediately and formally, apologise to the police, he said" (ACT NZ press release, 16 August).
