  A short history of Japan
Wakatsuki Reijiro of the Kenseikai becomes prime minister in 1926 and Tanaka Giichi of Ruikken Seiyukai in 1927.
The Tanaka government is followed in 1929 by a cabinet led by Hamaguchi Osachi, the leader of the liberal Rikken Minsei-to (Constitutional People's Party, the successor of the Kenseikai).
When he resigns because of health reasons, Wakatsuki becomes prime minister again.

Wakatsuki was born in Matsue, Izumo Province, (present day Shimane Prefecture).
After Prime Minister Hamaguchi was forced out of office by the severe injuries he incurred in an assassination attempt, Wakatsuki assumed the leadership of the Rikken Minseito, the successor to the Kenseikai.
During Wakatsuki's second term, he failed to control the Army, and was unable either to prevent the Manchurian Incident from occurring, or to rein in the Army from further escalation of hostilities in China afterwards.

Hamaguchi was elected to the lower house in the Japanese Diet in 1915, as a member of the Kenseikai political party.
In 1927, Hamaguchi became the chairman of the new Rikken Minseito political party formed by the merger of the Kenseikai and the Seiyu Honto.
He returned to his post in March of 1931 but resigned a month later to be replaced by Reijiro Wakatsuki.

In the United States, Secretary of State Henry L. Stimson initially pinned his hopes on the government of Wakatsuki Reijiro, believing that the prime minister would be able to rein in the Japanese military adventurers and bring an end to the crisis.
However, Wakatsuki’s party was forced from office in December 1931, in the wake of the public’s overwhelming approval of the Manchurian occupation.
