Ontario Provincial Police are expected to announce criminal charges today against two Walkerton, Ont., brothers who presided over the town's water supply during a deadly breakdown three years ago.
A Walkerton resident said yesterday that much of the blame for the tragedy extends far beyond the Koebel brothers.

On Friday May 19, the Bruce-Grey-Owen Sound Public Health Unit was notified of 2 cases of bloody diarrhea referred from the Walkerton Hospital to Owen Sound Hospital.
Although officials aren't yet sure how the outbreak started, it is possible that sewage might have leaked into local wells after extensive flooding in the area during a heavy rainstorm nearly two weeks ago.
