Consideration is given to the legislative process in two of those bodies, the Parliament of the Walloon Region, and the Council of the Brussels-Capital Region (which latter, notwithstanding it is based on the Brussels area, is nevertheless a fully-fledged legislative assembly).
Generally, committees of parliament are considered to be an important part of the policy making process, with a range of powers in connection with the progress of legislation and functions of inquiry and investigation.
The manner in which legislation passes through devolved Parliaments varies immensely, as one might expect, and it is not possible to suggest that there is one particular form of process which is "typical" of the devolved parliament, in Europe or beyond.

The nine municipalities of the German language region are an integral part of the Walloon region.
However, article 139 of the constitution concedes to the German-speaking Community the total or partial exercise of the competencies of the Walloon region within the German language region as long as a bilateral agreement is concluded between the German-speaking community and the Walloon region.
The Walloon region yearly grants funds to the German-speaking Community for implementing these competencies.

On 17.02.2005 the constitutional committee of the parliament rejected a request by the Liberals in the south and north of the country to hold a popular vote on the Constitution.
After ratification in the Belgian federal parliament and the senate the Constitution had to be ratified by five regional parliaments: the Flemish parliament, the parliament of the French-speaking Wallonia region, the parliament of the French Community, that of the German-speaking community and the parliament of bilingual Brussels.

As this was not the case, an agreement was finally reached between the ruling parties of the coalition to solve the legal issues in parliament in the second half of 1997.

The Belgian federal parliament (Chamber of Representatives and Senate) as well as the Brussels and Walloon regional parliaments have approved it, but the Flemish regional parliament has not.
Belgium’s federal Prime Minister Guy Verhofstadt is pressuring the Flemish Parliament to ratify the EU Constitution before the end of this year, which would allow Belgium to join the small group of nations that has already approved the constitution.
At the western end lies the Belgian parliament and the office of Verhofstadt, whose residence is called Lambermont House — the “Lambermonster.” The VB hopes to slay the two monsters and is not keen on replacing the little Belgian monster by the bigger European one.
