A Concise Encyclopedia of the European Union --H--
A law professor who had been West Germany's foreign minister under Konrad Adenauer, Walter Hallstein worked closely with Jean Monnet on the Schuman Plan to pool France's and Germany's coal and steel industries and was the author of the doctrine of refusing diplomatic relations to any country that recognised East Germany.
Hallstein's independent ideas, which clashed sharply with those of Charles de Gaulle, were aimed at increasing the Commission's authority; more fundamentally, he believed in economic integration leading naturally towards political union.
He stood his ground so effectively as to cause France to boycott the EC and the European Parliament for the last six months of 1965.

The crisis of the "chaise vide" (empty chair), July 1965-January 1966, represented the greatest danger of break-up for the EEC.
Its fundamental cause was the collision between two opposite ideas about the process of European integration: the view of intergovernmental, confederal cooperation, as General Charles de Gaulle imagined it, against the project of a supranational and federalizing integration, professed by the then-president of the EEC-Commission Walter Hallstein.
The starting-point of the crisis was the failure of the Council of Ministers in Brussels of June 28-30, 1965, that had to decide about the Commission's package for the financing of a common agricultural policy, the Community's direct budgetary revenues, the rule of the majority decision and the extension of the European Parliament's powers.

Leading analysts attribute this to the tireless entrepreneurship of Walter Hallstein, the first President of the Commission, and Sicco Mansholt, the powerful agricultural Commissioner.
In 1965, Hallstein, incorrectly believing that earlier successes had been due to the Commission's influence, challenged de Gaulle by seeking to link the CAP agreement to centralized financing -- ignoring consistent warnings from better-informed Commissioners, both French and German.
Commission representatives were banished, the "Luxembourg Compromise" authorized an extra-legal veto when "vital interests" are at stake, and Hallstein was forced to resign.

The Ulbricht Doctrine, named after East German leader Walter Ulbricht, was the assertion that normal diplomatic relations between East Germany and West Germany could only occur if both states fully recognised each other's sovereignty.
This contrasted with the Hallstein Doctrine, a West German policy which insisted that West Germany was the only legitimate German state.
West Germany eventually abandoned its Hallstein Doctrine, instead adopting the policies of Ostpolitik.

As so often in Ludlow’s Briefing Notes, the discussion ranges over large tracts of the Union’s history, from Jean Monnet, Walter Hallstein and Roy Jenkins, to Jacques Delors, Jacques Santer and Romano Prodi himself.
As Ludlow observes, the essentials of the job are in many respects what they were when Hallstein became the first President of the Commission in 1958.
The context in which the President must now work has however changed and will continue to change as a result of the expansion of the European Union’s agenda, the dynamics of the institutional triangle formed by the Commission, Council and Parliament and enlargement.
