Short misinterpreted the message, which was vague in recommending a course of action to field commanders, as a warning to guard against sabotage of his forces by local Japanese sympathizers.

Lieutenant General Walter Campbell Short (March 30, 1880–March 9, 1949) was the U.S. military Commander responsible for the defense of U.S. military installations in Hawaii at the time of the Japanese attack on Pearl Harbor on December 7, 1941.
Born in 1880 in Fillmore, Illinois, he was subsequently accused of being unprepared for the attack and relieved of his command, and is considered by some to have been something of a scapegoat, receiving blame along with the Navy commander, Husband E. Kimmel.
Senator Strom Thurmond (R-SC) called Kimmel and Short "the two final victims of Pearl Harbor." He died in 1949 in Dallas, Texas.

In 1929 Walter left Berlin for Leipzig to succeed Wilhelm Furtwängler as director of the Gewandhaus concerts.
This was to be his main center of activity for the next several years, although he was also a frequent guest conductor of the Amsterdam Concertgebouw Orchestra from 1934 to 1939, and made guest appearances elsewhere, including annual visits with the New York Philharmonic from 1932 to 1936, and in Florence in 1936.
Bruno Walter's Mahler recordings contributed to the eventual, if somewhat late, acceptance of the composer, while a generation of opera-goers was treated to his performances of Wagner and Strauss.

Within less than two weeks, Admiral Husband Kimmel and Lt. General Walter Short, the two senior military commanders on Hawaii, were fired, each was stripped of their rank, and President Franklin D. Roosevelt appointed a commission to search for evidence of dereliction of duty on the part of the military in Hawaii.
The commission found both Kimmel and Short guilty of dereliction of duty and each died with that albatross around their necks.
Short was relieved on December 16, 1941, and Kimmel the next day, December 17.
