I'm almost 100% sure that the voice actor is the same, and the guy looks very similar to Simons.
It also fits within the timeline -- Simons' body was about 20 or so in the tank at Area 51, and 20 years have passed since then.
And since all three endings occured, Walton Simon's clone was destroyed along with Area 51.
