Not much is known about the history of this kata.
Karate master Shoshin Nagamine considers wankan to be his favorite kata.

There is another Wankan of Okinawan origin which looks nothing like the Wankan of Shotokan which is practiced in other styles of karate both on Okinawa and in Japan.

Wankan is the Okinawan name for Matsukaze and means, "King's Crown." It comes from the village of Tomari, and we do it like in the video link you posted.
I have seen a Wankan that is some long old thing with techniques obviously developed to be pleasing to tournament judges' eyes.
Anyway, to the older Shito-ryu, Matsukaze and Wankan are the same kata.

i also dicoverd that it is the same for wankan.
Not sure about wankan, though I got some info somewhere, however, Jitte, Jiin and Jion are called Temple kata, and what I was told were not directly in any system, but were added to various system.
The version I have are from Hayashi-HA Shito Ryu, but was told by a Shorin Shihan that the temple kata are not in Okinawan syllabus.

On Tomari te, according to Fernando P Camara, of Shoreijikan Brazil, the purest school of Tomari te teaches Kushanku, Jion, Passai, Wanduan, Rohai, Wankan, Wanshu and Chinto.
I have also seen that Unsu, originally a Pai Lum (White Dragon) form was practised originally in Tomari.
And according to Mr Camara, Nakasone's Rohai, Wankan and Wanshu seem much more like Naha Te kata.
